Nicknamed the "Devil of the Desert", El Shaitan leads a desert cult and a secret society against French authorities, with a meeting point called Devil's Circle. He remains a shadowy figure, hiding his face and his true identity, as a result of which many people are mistakenly suspected of being El Shaitan, while other characters impersonate him for their own ends.

The story begins with Buck Rogers (Buster Crabbe) and Buddy Wade (Jackie Moran) in the midst of a dirigible flight over the North Pole. They are caught in a savage storm and crash - but not before they release an experimental substance called Nirvano Gas that they hope will preserve them until rescue can arrive. The Nirvano Gas works, but the dirigible is buried in an avalanche and is not found until 500 years have passed. When Buck and Buddy are found, they awaken to a world ruled by the ruthless dictator, Killer Kane (Anthony Warde), and his army of "super-racketeers". Only those who live in the "Hidden City", run by the benevolent scientist Dr. Huer (C. Montague Shaw) and his military counterpart, Air Marshal Kragg (William Gould), resist the criminal rulers of Earth.

While on Safari in East Africa, Clyde Beatty runs into a loincloth wearing boy, Baru, and his pet ape Bonga. Baru reveals that he has escaped from the lost city of Joba, King Solomon's sacred city of the Golden Bat, but that his sister, Valerie, remains there. She was found by High Priest Dagna as a child and declared to be Joba's goddess as part of his quest for power. Her escape could cause a revolt among the city's citizens. Clyde agrees to help Baru rescue Valerie and they set out to Joba, through the Valley of Lost Souls.

In the early 1950s, world-renowned film maker John Wilson (Eastwood), travels to Africa for his next film bringing with him a young writer chum named Pete Verrill (Jeff Fahey). While there, he becomes obsessed with hunting elephants while neglecting the preparations for the film. This leads to a conflict between the men on several levels, most notably over the idea of killing for sport such a grand animal. Even Wilson concedes that it is so wrong that it is not just a crime against nature, but a "sin." Yet he cannot overcome his desire to bring down a giant bull, a "tusker" with massive ivory tusks. Wilson's final realization that his is a petty, ignoble pursuit comes at a late point and with a tragic price, as the local expert guide Kivu (Boy Mathias Chuma) is killed protecting him from an elephant Wilson decides not to shoot.

A handful of years after giving Mathayus the prophecy that his peaceful kingdom wouldn't last forever, Cassandra dies. Mathayus allows his kingdom to fall apart in the aftermath of the deadly plague which claimed his wife's life and he believes his reign of nobility to be over. Mathayus then becomes a mercenary once more, just as he was prior to his war with Memnon. Talus who is the younger brother of Horus, a powerful king of Egypt wishes to conquer his brother's kingdom since Horus was made the king over him. In order to do so, Talus along with an army goes to the Far East to steal the Book of the Dead from Ramusan, a king who is an ally of Horus. To stop Talus, Horus hires Mathayus and pairs him up with the Scandinavian warrior Olaf. In turn, Talus kidnaps Ramusan's daughter, Silda. Ramusan then tells Mathayus that if he can save his daughter, he will have the right to wed her and once again raise a kingdom.

In the Himalayas, a failed rescue mission results in a raccoon falling to its death (a parody of Cliffhanger). Ace Ventura then undergoes an emotional breakdown and joins a Tibetan monastery. In Ancient Egypt, Yocheved and her two children, Miriam and Aaron, watch as newborn Hebrew boys are taken and ruthlessly killed as ordered by Pharaoh Seti I, who fears that an increase of Hebrew slaves could lead to rebellion. Fearing for her own newborn son's safety, Yocheved places him in a basket afloat on the Nile. Miriam follows the basket to the Pharaoh's palace and witnesses her baby brother safely adopted by Queen Tuya, who names him Moses.
