Synopsis

March 20, 2000, a decree by the President of the Republic of Cameroon set up an Operational Command Unit to tackle rampant banditry in the Douala region. The Unit introduced what amounted to round-ups: in one year, 1600 people disappeared or were killed. One year later, nine young men disappeared. The matter was submitted to the UN High Commissioner for Human Rights. The accused were found guilty of "failure to follow orders" and released but legal proceedings have not come to an end. The victims' families have to live between the desire for justice and the pressure for the crimes to be wiped out forever from the collective memory.

« Quand je fais le bilan de ma propre vie je vois que je suis un perdant total ». Voici ce que dit Léppé, sans rancœur ni agressivité. Il a 58 ans, et sort tout juste de prison où il a été « oublié » pendant 33 ans, alors qu'il n'y était entré « que » pour 4 ans. Léppé est le plus vieux prisonnier du Cameroun. Emprisonné le 10 novembre 1969 pour fabrication de fausses pièces d'identité, il ne ressort de la prison centrale de Yaoundé qu'en août 2002. Pendant que son ancienne femme a trouvé un autre mari, une partie de sa famille, découragée de ne jamais voir de fin heureuse à cet imbroglio judiciaire et administratif, l'abandonne à son sort ; il n'est que son avocat pour garder espoir de réussir à le faire sortir, car les dossiers se sont perdus dans les méandres de la justice et au cours des déménagements et changements de locaux successifs.

Paths of lives are crossed in one village in the West Bank. Along the broken water pipelines, villagers walk on their courses towards an indefinite future. Israel that controls the water, supplies only a small amount of water, and when the water streams are not certain nothing can evolve. The control over the water pressure not only dominates every aspect of life but also dominates the spirit. Bil-in, without spring water, is one of the first villages of the West Bank where a modern water infrastructure was set up. Many villagers took it as a sign of progress, others as a source of bitterness. The pipe-water was used to influence the people so they would co-operate with Israel’s intelligence. The rip tore down the village. Returning to the ancient technique of collecting rainwater-using pits could be the villagers’ way to express independence but the relations between people will doubtfully be healed.
