In New York City, Charlie Driggs (Jeff Daniels) is a seemingly conventional banker whose wife has left him. In 2000, during the 20th annual race, a resistance group led by Thomasina Paine (Harriet Medin), a descendant of 1770s American Revolutionary Thomas Paine, plans to rebel against Mr. President's regime by sabotaging the race, killing most of the drivers, and taking Frankenstein hostage as leverage against the President. The group is assisted by Paine's great granddaughter Annie (Simone Griffeth), Frankenstein's latest navigator. She plans to lure him into an ambush to be replaced by a double. Despite a pirated national broadcast made by Ms. Paine herself, the resistance's disruption of the race is covered up by the government and instead blamed on the French, who are also blamed for ruining the country's economy and telephone system. The game has sadistic rules, where killing a baby and physically challenged people will give the player extra points. Machine Gun Joe (Sylvester Stallone) is the main opposition to Frankenstein.

The film begins with Lola (Franka Potente) receiving a phone call from her distraught boyfriend, Manni (Moritz Bleibtreu). Set in the 1910s, the story opens with a montage of European Grand Prix races in which a particular car appears to win every race. In the final race, the car swerves to avoid a girl and a dog, loses control, crashes, and catches fire, bringing its racing career to an end. The car ends up in an old garage in rural England, where two children, Jeremy and Jemima Potts, have grown fond of it. They are told by a junkman that he intends to buy the car from the garage owner for scrap. The children (who live with their widowed father Caractacus Potts, an eccentric inventor, and his equally peculiar father) implore their father to buy the car before the junkman does, but he does not have the money. While playing truant, they meet Truly Scrumptious, a beautiful upper class woman with her own motorcar. She brings them home to report their truancy to their father. Truly shows interest in Caractacus' odd inventions, but he is affronted by her insistence that his children should be in school.

The film is set in the then-future of 1996 in Los Angeles. Harley Davidson (Mickey Rourke) is in a motel in Texas when he hears about a dangerous new street drug named "Crystal Dream" on the radio. The significance of this street drug does not arise again until later in the film. Harley then meets a lifelong friend, a cowboy who is nicknamed The Marlboro Man (Don Johnson) and they later plan a bank robbery to help save their friend's bar from being foreclosed and replaced with a skyscraper. However, after they rob a bank's armored car, they discover the cargo they stole is the designer drug "Crystal Dream", not money. Chance Wilder (Tom Sizemore), who is a bank president involved in drug dealing, demands the return of the drugs. A series of increasingly deadly encounters ensue as heavily armed assassins (who work for the bank) hunt for Harley and Marlboro. Much of it was actually filmed in and around Tucson, Arizona and the "Boneyard" at Davis-Monthan Air Force Base.
