A Florida con man named Thomas Jefferson Johnson uses the passing of the longtime Congressman from his district, Jeff Johnson (who died of a heart attack while having sex with his secretary), to get elected to the United States Congress as a freshman Congressman, where the money flows from lobbyists. Omitting his first name, and abbreviating his middle name, he calls himself "Jeff" Johnson. He then manages to get on the ballot by pitching a seniors organization, the Silver Foxes, to nominate him as their candidate for office.

In 1941, an eight-year-old Hannibal Lecter lives in Lecter Castle in Lithuania. Hitler's invasion of the Soviet Union turns the Baltic region into part of the bloodiest front line of World War II. Lecter, his younger sister Mischa, and their parents travel to the family's hunting lodge in the woods to elude the advancing German troops. After three years, the Nazis are finally driven out of the countries soon to be occupied by the Soviet Union. During their retreat, however, they destroy a Soviet tank that had stopped at the Lecter family's lodge looking for water. The explosion kills everyone but Lecter and Mischa. They survive in the cottage until six former Lithuanian militiamen, led by a Nazi collaborator named Vladis Grutas, storm and loot it. Finding no other food in the bitterly cold Baltic winter, the men look menacingly at Lecter and Mischa.

In 1558, the Roman Catholic Queen Mary (Kathy Burke) dies of a cancerous tumour in her uterus, leaving her Protestant half-sister Elizabeth (Cate Blanchett) as queen. Elizabeth had previously been jailed for a supposed conspiracy to murder Mary but has now been freed for her coronation. The film shows Elizabeth being courted by suitors, including Henry, Duc d'Anjou (Vincent Cassel), the future King Henry III of France and Poland, whom she rejects, and urged by William Cecil, 1st Baron Burghley (Richard Attenborough) to marry, which, as he states, would secure her throne. Instead, she has a secret affair with her childhood sweetheart, Robert Dudley, Earl of Leicester (Joseph Fiennes). The affair is, however, no secret from Cecil, who makes it clear that a monarch has no private life. Elizabeth deals with various threats to her reign, including Thomas Howard, 4th Duke of Norfolk (Christopher Eccleston); her Catholic cousin, Mary, Queen of Scots, who conspires to have her murdered; Mary's mother, Mary of Guise (Fanny Ardant), who brings French troops into Scotland to attack Elizabeth's forces when they invade.

Set in 1951 in South Korea, the 4077th Mobile Army Surgical Hospital is assigned two replacements: Captains "Hawkeye" Pierce and "Duke" Forrest, who arrive in a stolen Jeep. Stephen Meyers is the junior campaign manager for Mike Morris, Governor of Pennsylvania and a Democratic presidential candidate, competing against Arkansas Senator Ted Pullman in the Democratic primary. Both campaigns are attempting to secure the endorsement of North Carolina Democratic Senator Franklin Thompson, who controls 356 convention delegates, enough to clinch the nomination for either candidate. After a debate at Miami University, Meyers is asked by Pullman's campaign manager, Tom Duffy, to meet in secret. Meyers calls his boss, senior campaign manager Paul Zara, who doesn't answer. Meyers decides to meet Duffy, who offers Meyers a position in Pullman's campaign, an offer Meyers refuses. Zara calls Meyers back and asks what was important, but Meyers says it was nothing to worry about. Meanwhile, Meyers starts a sexual relationship with Molly Stearns, an attractive intern for Morris's campaign and daughter of Jack Stearns, the chairman of the Democratic National Committee.

In 1585, Catholic Spain ruled by King Philip II of Spain (Jordi Molla) is the most powerful country in the world. He plans to take over England, and make his daughter Isabella the Queen of England in Elizabeth's place. Meanwhile, Elizabeth I of England (Cate Blanchett) is being pressured to marry by her advisor, Francis Walsingham (Geoffrey Rush). She is ageing and, with no child, the throne will pass to her cousin, Mary, Queen of Scots (Samantha Morton). The Queen is presented with portraits of appropriate suitors, but Elizabeth refuses to marry, particularly to the Charles II, Archduke of Austria (Christian Brassington), who has become infatuated with the Queen. English explorer Walter Raleigh (Clive Owen) is presented at Elizabeth's court, having returned from the New World, and offers her potatoes, tobacco, two Native Americans, and gold from a Spanish ship that he claims was "unable to continue its journey". Elizabeth commands that the Native Americans be treated well, and refuses to accept the gold.
