Following the previous film, Shozo Hirono is serving seven years in prison and Akira Takeda was released from prison on a technicality. Takeda then united all the families in the Hiroshima region, shed their yakuza image, and formed the Tensei Coalition political party. In August 1965, Takeda is leader as Chairman, Katsutoshi Otomo is Vice Chairman, Tamotsu Matsumura is Managing Director, Hideo Hayakawa is Secretary General, and Shoichi Eda a Director. Hirono's men get into an altercation with some low-level Tensei members. Elder yakuza Otomo and Hayakawa demand the instigators should have to commit yubitsume, however, after a vote the Coalition agrees to let Matsumura handle discipline on account of wanting to avoid the rituals tied to yakuza for their public image. In 1966, Hirono's friend Terukichi Ichioka has a Tensei financial adviser killed and attends the funeral, angering Otomo who openly vows to take him on. However, Takeda threatens that anyone who responds to the attack will be expelled from Tensei.

While the film is a remake of the original Battles Without Honor and Humanity series, it has no direct similarities. Set in Osaka, it focuses on former childhood friends Kadoya Kaneo (Etsushi Toyokawa) and Tochino Masatatsu (Tomoyasu Hotei) as their lives cross paths again. Kaneo is now a yakuza member, while Masatatsu is a nightclub owner with a distaste for crime gangs. When a yakuza boss dies, a struggle for his position takes place between Kaneo's boss Awano (Ittoku Kishibe) and the young Nakahira (Kōichi Satō). Nakahira's men try to extort money from Masatatsu, bringing him in between a yakuza battle.

The owner of a high-class Japanese hotel, the Europa, hopes to win a prestigious and lucrative contract for the hotel as the site of a summit meeting between important international officials. Unfortunately, the yakuza have taken a liking to this hotel as both a hangout and a target for extortion. In order to win the contract, the owner realizes, he must rid the hotel of the yakuza. Fearing to confront them himself, he deputizes a hotel accountant, Suzuki (Yasuo Daichi) and a bellboy and former college sumo-club member, Wakasugi (Takehiro Murata). The hapless pair are no more daring than their employer, however, and their tentative attempts to address the problem fail until they meet Mahiru Inoue (Nobuko Miyamoto), a lawyer who specializes in dealing with the yakuza. With Inoue's direction, the hotel staff comes together to face down the yakuza ruffians, who are portrayed as craven, outwardly-threatening-but-inwardly-weak, fools.

However Muto does not have enough so offers an assassination instead. To stop his boss from serving a sentence for murder, Seiji informs the police where Muto hides his gun. Boss Muto gets arrested and sentenced to serve 2 years in prison.

While photographing an outrigger canoe race from a jet ski, Max rescues Christy Goody (Tawney Sablan), a vacationer who was about to be unwittingly run over by the canoes. In the process, he knocks over one of the canoes, earning the wrath its head rower, Moko (Pyun veteran Vincent Klyn). He is also admonished by Jane (Joanna Krupa), Christy's sister, for his brazen driving. However, she later apologizes and agrees to a dinner date.
