In 1995, John Connor is ten years old and living in Los Angeles with foster parents. His mother Sarah Connor had been preparing him throughout his childhood for his future role as the leader of the Human Resistance against Skynet, but was arrested after attempting to bomb a computer factory and imprisoned at a mental hospital under the supervision of Dr. Silberman. Skynet sends a new Terminator, designated as T-1000, back in time to kill John. The T-1000 is an advanced prototype composed of a mimetic polyalloy that allows it to take on the shape and appearance of almost anything it touches, and transform parts of its anatomy into knives and other stabbing weapons. John Connor has been living off the grid in Los Angeles in the years following the death of his mother, Sarah, from leukemia. Although Judgment Day did not occur on August 29, 1997, as expected, John still believes that a war between humans and the machines will occur. Unable to locate John in the past, Skynet sends a new model of the Terminator called the T-X back to July 24, 2004 to kill other members of the Human Resistance. The T-X is more advanced than previous Terminators, and has an endoskeleton with built-in weaponry, a liquid metal exterior similar to the T-1000, and the ability to reprogram other machines. In 2084, Earthbound construction worker Douglas Quaid is having troubling dreams about Mars and a mysterious woman there. His wife Lori dismisses the dreams and discourages him from thinking about Mars, where the governor, Vilos Cohaagen, is fighting rebels while searching for a rumored alien artifact located in the mines. At "Rekall", a company that provides memory implants of vacations, Quaid opts for a memory trip to Mars as a secret agent fantasy. However, during the procedure, before the memory is implanted, something goes wrong, and the story diverges between the question of what is real and what is hallucination. Apparently, Quaid starts revealing previously suppressed memories of actually being a secret agent. The company sedates him, wipes his memory of the visit, and sends him home. On the way home, Quaid is attacked by his friend Harry and some construction coworkers; he is forced to kill them, revealing elite fighting-skills. He is then attacked in his apartment by Lori, who reveals that she was never his wife; their marriage was just a false memory implant and Cohaagen sent her as an agent to monitor Quaid. He is then attacked and pursued by armed thugs led by Richter, Lori's real husband and Cohaagen's operative.

In 1979 a priest at the Vatican sees a comet arching over the moon (described as the "Eye of God"), heralding the birth of one chosen to be the mother of Satan's child. The priest is sent on a mission by the pope (Mark Margolis) to find and protect the girl from Satan, although a few Vatican knights (led by a corrupt cardinal (Michael O'Hagan)) insist that she must die. In New York a newborn girl, Christine York (Robin Tunney), is identified by Satanists (including her physician, Dr. Abel (Udo Kier), and her nurse and future guardian, Mabel (Miriam Margolyes)) as the person chosen to bear Satan's child on New Year's Eve, 1999. The Satanists perform occult rites on the newborn.

Danny Madigan is a teenage boy living in a crime-ridden area of New York City with his widowed mother Irene. To escape from his harsh reality, Danny often skips school to watch movies at the run-down Pandora movie theater, owned and managed by Danny's friend Nick. Nick receives the film reels for Jack Slater IV, the latest in one of Danny's favorite film series about the titular Los Angeles police detective and violent action hero, and offers to show it to Danny at a private screening just before the world premiere. To mark the occasion, Nick tears up a special ticket he received from Harry Houdini years ago, giving one half of the stub to Danny as a keepsake.

Howard Langston (Arnold Schwarzenegger) is a workaholic mattress salesman, who does not find time for his wife, Liz (Rita Wilson), and his 9-year-old son, Jamie (Jake Lloyd) — especially when compared to next door "superdad" divorcee, Ted Maltin (Phil Hartman), who continually puts Howard in a bad light. After missing Jamie's karate class graduation, Howard resolves to redeem himself by fulfilling Jamie's ultimate Christmas wish: getting an action figure of Turbo-Man, a popular children's TV superhero toy that everyone is looking for. Along the way, Howard meets Myron Larabee (Sinbad), a postal worker dad with a rival ambition, and the two soon become bitter competitors in their race for the action figure. During his search, Howard repeatedly runs into Officer Alexander Hummell (Robert Conrad), a police officer who had earlier pulled him over for a traffic violation. After several failed attempts to find the toy in a store, Howard attempts to buy a Turbo-Man from a Mall of America Santa (James Belushi) who is actually the leader of a band of counterfeit toy makers. When he accuses the Santa of undermining the values of Christmas, Howard ends up in a brawl with the gang. He narrowly escapes when the police raid their warehouse and gets out by posing as an undercover detective.

A bomb detonates in the plaza of the Colombian Consulate building in Los Angeles, killing nine people, including a caravan of Colombian officials and American intelligence agents. Among the civilians killed are the wife and son of LAFD firefighter, Captain Gordon "Gordy" Brewer, who was injured in the explosion. A tape is sent to the U.S. State Department, in which a masked man calling himself "El Lobo" (The Wolf) claims responsibility, explaining it was in retaliation for the oppression of Colombia by the United States. The FBI believes El Lobo is a Colombian terrorist named Claudio Perrini. CIA Special Agent Peter Brandt, the Colombia Station Chief, is harshly reprimanded for the incident by a Senate Oversight Committee, who promptly terminate all CIA operations in Colombia. Brandt angrily returns to Mompós and meets with his paramilitary allies to plan a major offensive to take down Claudio.
