Wilmer C. “Bill” Butler, A.S.C. (born April 7, 1921) is an American cinematographer, part of the New Hollywood generation. He shot The Conversation (1974), Jaws (1975), and three Rocky sequels. He completed 1975's One Flew Over the Cuckoo's Nest after Haskell Wexler was fired from the production.

Devon Butler (Golden) is an eight-year-old boy who lives in Tampa and dreams of being a cop. He watches police TV shows, knows police procedures and plays cops and robbers with his friend Ray. One day, while snooping around in a warehouse, he witnesses a murder. He goes to the police, who want the information, but he refuses to give it unless they make him a cop. They then team him with veteran cop (and child hater) Nick McKenna (Reynolds), and they team up in a comic series of events to find the killer. They eventually come to a mutual understanding in order to bring the killer to justice.

The film begins at Flemner Air Base 20 years prior. While a group of teenagers are having an evening beach party on Amity Island, Chrissie Watkins (Susan Backlinie) goes skinny dipping in the ocean. Something violently grabs and pulls her underwater. In the morning, Deputy Hendricks (Jeffrey Kramer) finds her remains on the beach. Upon hearing from the medical examiner that the cause of death was a possible shark attack, Police Chief Martin Brody (Roy Scheider) proceeds to close the beaches, but Mayor Larry Vaughn (Murray Hamilton) overrules him, fearing news of a shark attack will ruin the summer tourist season, the town's primary revenue source. He rationalizes that there have been no prior shark problems in the area, and theorizes the girl was killed in a boating accident. The coroner concurs and Brody reluctantly accepts their conclusion.

Harry Caul (Gene Hackman) is a surveillance expert who runs his own company in San Francisco. He is highly respected by others in the profession. Caul is obsessed with his own privacy; his apartment is almost bare behind its triple-locked door and burglar alarm, he uses pay phones to make calls, claims to have no home telephone and his office is enclosed in wire mesh in a corner of a much larger warehouse. Caul is utterly professional at work but finds personal contact extremely difficult because he is intensely secretive about even the most trivial aspects of his life. Dense crowds make him feel uncomfortable and he is withdrawn and taciturn in more intimate social situations. He is also reticent and obsessively secretive with work colleagues. His appearance is nondescript, except for his habit of wearing a translucent grey plastic raincoat almost everywhere he goes, even when it is not raining.
