Fils du peintre Ludwig Bartning, il suit une formation de 1928 à 1932 chez Tobis. Dans les années 1930, il est directeur du département du montage de nombreuses productions cinématographiques allemandes.Pendant la Seconde Guerre mondiale, il prend part en sa qualité de rédacteur en chef au traitement de la propagande des images de la guerre. À partir des années 1950, il est présent dans le cinéma ouest-allemand.
Par ailleurs, Bartning fait quelques expositions en tant que graphiste.

Next to a church in a prosperous German industrial town is the Eden bar, a night club and brothel. The Eden bar is a thorn in the side of the worldly innocent monk Father Malachia (Horst Bollmann), who is praying to God that he will close the bar. The prayer is heard and the building and the bar and all people inside vanish and reappear on an island in the North Sea. This apparent miracle draws the attention of the media, politicians and scientists, all trying to find rational explanations. The Catholic Church is reluctant to officially recognize this occurrence as a miracle, both fearing a loss of control in matters of faith, or a loss of face if the disappareance of the Eden bar would turn out to be a fabrication.

In the closing days of World War II, a small German town comes into focus as American forces advance in its direction. In the town's school, seven boys—each about 16 years old—are oblivious to the seriousness and dangers of the war, feeling excitement about how close the fighting is getting to them, and they live their lives as normally as they can, though they are overshadowed with personal problems: Karl, who has a crush on his hairstylist father's young assistant, is shocked to see them in an intimate situation; Klaus is oblivious to the affections of his classmate Franziska; and Walter is deeply resentful of his father, the local Nazi Party Ortsgruppenleiter, who has chosen to save his own skin under the pretense of an important Volkssturm meeting. Jürgen is the son of a German officer who has been killed in action, and hopes to live up to his father's reputation.

The film begins shortly before the outbreak of World War II when ensign Jochen Marseille is located at a Luftwaffe (Air Force) Kriegsschule (War School) in Berlin, where he makes a negative impression on his superiors with daredevil stunts and undisciplined behavior. His friend and comrade, Robert Franke, helps spare him from severe punishment. His squadron moves to France after the outbreak of World War II. During the Battle of Britain, Marseille experiences the brutality of war for the first time when Franke is shot down over the English Channel and is posted missing for a short while. But after his comrade's return, Marseille is back to a carefree world of flying. A thoughtful conversation in a bar while playing a game of billiards with an elderly French civilian affects him and his fellow pilots only briefly. A short time later, his unit is transferred to the Afrikakorps in the North African Theater of Operations. Marseille, thanks to his outstanding flying skill and talent, quickly becomes the most successful fighter pilot.

The story is told through a series of flashbacks. Dr. Rothe (Peter Lorre) is a German scientist doing secret research for the Nazi government during World War II. Le marquis d'Aubigné se fait passer pour un tambour de la garde et chante une sérénade à la belle qui est conquise... Tellement conquise, qu'elle décide de l'épouser et fait venir sa parentèle. Le faux tambour ne peut que fuir avec la complicité de soldats qui font mine de l'arrêter pour s'être prétendument battu en duel. Or le roi vient de signer un édit interdisant le duel sous peine de prison.
