Ben Randall (Kevin Costner) is the top rescue swimmer at the United States Coast Guard's Aviation Survival Technician (AST) program. Spencer Davenport (Dyllan Christopher) and his sister Katherine must fly from California to Pennsylvania on Christmas Eve to spend the holidays with their dad, an environmentalist. In Los Angeles, Officer Nordberg attempts to bust a heroin drug operation at the docks organized by Vincent Ludwig, and is shot by Ludwig's henchmen. After being briefed on the case by his boss, Captain Ed Hocken, Police Squad Lieutenant Frank Drebin visits Nordberg in the hospital. Nordberg provides cryptic clues, including a picture of Ludwig's ship on which the deal had been organized. Frank meets with police scientist Ted Olsen, who has invented a cufflink that shoots a tranquilizer dart. Frank learns through Ted that Nordberg's jacket tested positive for heroin. Police Squad is in charge of security for the visit of Queen Elizabeth II to Los Angeles, and Ed tells Frank that he has 24 hours to clear Nordberg before word gets out about what happened and detracts from the queen's visit. Frank visits Ludwig in his office. Ludwig learns that Nordberg is still alive. Ludwig has his assistant, Jane Spencer, assist Frank in his investigation and the two fall in love. Jane is unaware of her employer's illegal activities.

The annual battle of the bands is raging. Two rival high schools, Malibu High School and Coldwater Canyon High, have two hot bands; The Firecats and Racer. When the lead singers of both bands, Piper (Evans) and Rick (Bradford), meet, they fall in love with each other and have to fight realities such as peer pressure, the fact they attend rival high schools and even Piper's older brother, Godzilla (Zagarino), try to stop their love from getting stronger. The telephone service called Lovelines, run by J.D. Prescott (Winslow), is right in the middle to help the two stay in love with each other and is also sponsoring the annual battle of the bands where their bands are competing with each other. It all comes down to a masquerade party where everyone from both schools learn that true love does indeed conquer all.

After the asteroid Orpheus is hit by a comet, a five-mile chunk of Orpheus is sent on a collision course towards Earth, which will cause an extinction-level event. While the United States government engages in political maneuvering, smaller asteroid fragments precede the main body, wreaking havoc on the planet. The United States has a secret orbiting nuclear missile platform satellite named Hercules, which was designed by Dr. Paul Bradley (Sean Connery). It was intended to defend Earth against a massive space rock, but instead was demoted to become an orbiting super weapon now aimed at Russia. However, its fourteen nuclear missiles are not enough to stop the meteor.
