Lillian Frank is a performer at a nightclub. Lillian tries to rouse the crowd with her torch song, "Lillie's Blues", with her daughter Billie Frank accompanying her on vocals. The plot fails and Lillian is fired. Lilian feels defeated and lights a cigarette, accidentally falls asleep with it and starts a fire, causing the building to be evacuated. Set amidst Chicago's swing music revival of the late 1990s, Oscar Novak (Perry), an aspiring architect and his business partner, Peter Steinberg (Platt), have just landed a career-making opportunity with a Chicago tycoon Charles Newman (McDermott) who has chosen them to compete for the design of a multimillion dollar cultural center. In a ploy for publicity, Newman has pitched Oscar and Peter in a neck-and-neck competition with their archrivals and former colleagues, the hugely successful (and equally ruthless) Decker and Strauss. In a comic twist Oscar is mistaken for a gay man when meeting with Charles Newman (made even more humorous by the fact that Peter is genuinely gay, with Oscar's comments leading Newman to think that Peter's the straight one). Under the mistaken impression that Oscar is homosexual, and therefore a safe companion for his girlfriend Amy (Campbell), he asks Oscar to keep an eye on her for him and make sure that she doesn't talk to his wife. Oscar falls for Amy virtually on sight, but she thinks he's gay. He is forced to maintain the charade to avoid getting into trouble with Newman, and losing the commission.

Charlie Boyle, a physics genius and hockey lover, is tired of being friendless. It's bad enough that he's in college before he's 14, and he's helping a scientist who's in the midst of trying to defy gravity. And while doing so, he meets Claire Addison: a beautiful girl, daughter of one of the coaches of the Northern Lights, and also his tutor. So, in order to make his life exactly how he wants it, Charlie reinvents himself by taking on the image of a slacker and bad boy, Chaz Anthony, and enrolls in the local Junior high. But juggling two lives is tough, even for a genius. Eventually his double life is exposed when, at the hockey playoffs, he sits on the bench with the Dean and Claire notices him and points him out to her father who identifies him as Charlie Boyle. Claire doesn't believe him at first, but realizes its true due to previous suspicious behavior. Claire confronts Charlie who admits the truth, but also realizes that he left the university's particle accelerator running and it overheats, cracking the ice and interrupting the game which the Northern Lights were about to win, having used a play Charlie gave them. Claire's father's job is put in jeopardy as a result and Claire, disgusted by Charlie's actions, tells him she never wants to see him again and won't take his phone calls. Charlie leaves junior high and although he makes an announcement over the PA system apologizing, Claire and his best friends Odie and Dieon refuse to forgive him.

Thousands of former employees are outraged with military businessman R.J. Hacker (G. D. Spradlin), who had closed down his weapons manufacturing plant, Hacker Dynamics. At a conference held at the former plant, he pins the blame for the shutdown of his business on the current President of the United States (Alan Alda), who has just arrived. The President defends his own belief that the future of the children is more important than war, which has caused major decline in his approval rating. After the conference, he expresses to confidantes General Dick Panzer (Rip Torn) and National Security Advisor Stuart Smiley (Kevin Pollak) his discontent about not having an enemy to engage in war. An attempted negotiation with Russian President Vladimir Kruschkin (Richard E. Council) to start a new cold war with Russia fails, and the President's suggestion of a war on international terrorism is deemed too absurd.
