In 2028, multinational conglomerate OmniCorp revolutionizes warfare with the introduction of robotic peacekeepers capable of maintaining law and order in hot spots such as Iran. Led by CEO Raymond Sellars, the company moves to market its tech to domestic law enforcement, but the passage of the Dreyfus Act, forbidding deployment of drones on U.S. soil, prevents this. Aware that most Americans oppose the use of military systems in their communities, Sellars asks Dr. Dennett Norton and his research team to create an alternative. The result is a proposal for a cyborg police officer. However, Norton informs Sellars that only someone who is stable enough to handle being a cyborg can be turned into one, and some candidates are rejected.

In 2169, people are born genetically engineered with a digital clock on their forearm. When they turn 25 years old, they stop aging and their clock begins counting down from one year; when it reaches zero, that person "times out" and dies. Time has become the universal currency; it is used to pay for daily expenses and can be transferred between people or capsules. The country has been divided into "time zones" based on the wealth of the population. The film focuses on two specific zones: Dayton - a poor manufacturing area where people generally have 24 hours or less on their clock at any given time - and New Greenwich - the wealthiest time zone, where people have enough time on their clock to live for centuries.

After finishing a long shift, nurse Ana returns to her suburban neighborhood and her husband, Luis. Caught up in a scheduled date night, they miss an emergency news bulletin. The next morning, a neighborhood girl enters their bedroom and kills Luis, who immediately reanimates as a zombie and attacks Ana. She flees in her car but crashes and passes out. Upon waking, Ana joins with Police Sergeant Kenneth Hall, electronics salesman Michael, petty criminal Andre and his pregnant wife, Luda. They break into a nearby mall and are attacked by a zombified security guard, who scratches Luda. They are also confronted by three living guards — C.J., Bart, and Terry — who make them surrender their weapons in exchange for refuge. They split into groups to secure the mall and then go to the roof, where they see another survivor, Andy, who is stranded alone in his gun store across the zombie-infested parking lot.

In 2027, after 18 years of global human infertility, civilization is on the brink of collapse as humanity faces extinction. Mike Donnelly (Chris Farley) is driving an advertisement truck to support his brother Al Donnelly's (Tim Matheson) campaign for Governor of Washington. His competition is incumbent Evelyn Tracy (Christine Ebersole). Mike is chased by dogs while driving the truck and crashes into a local movie theatre. Al's campaign manager, Roger Kovary (Timothy Carhart), advises Al to get rid of Mike, but Al decides to have Mike campaign for him in town with the assistance of campaign aide Steve Dodds (David Spade), who accepts the job in return for a spot on Al's staff following the election. As Steve goes to pick up Mike, he hits crazed Vietnam veteran Sgt. Drake Sabitch (Gary Busey), who ends up stealing his rental car.
