L'histoire commence au Japon en 1814, pendant la période Edo. Edo est la ville actuellement appelée Tokyo. O-Ei est l'une des quatre filles du peintre Tetsuzo, qui se fait ensuite connaître sous le nom de Katsushika Hokusai. Le film se déroule au moment où O-Ei accède à l'âge adulte tandis que son père, âgé d'une grande cinquantaine d'années, est déjà un artiste reconnu dans son pays. Dans son atelier où règne un désordre monstrueux, Tetsuzo passe son temps à créer de somptueuses œuvres d'art. Il est capable de dessiner un ogre sur une surface de 120 tatamis comme de peindre deux moineaux sur un grain de riz, de dessiner des hommes influents, des dragons ou des scènes érotiques. C'est un homme à l'humeur changeante, sarcastique, qui n'est pas mû par la soif de l'argent. O-Ei tient de son père son talent et son obstination. Elle peint très souvent à sa place, sans signer son travail, afin de boucler les commandes ; elle n'obtient donc aucune reconnaissance pour son talent.

During a party at Alfea, the Trix crash it and take the Compass of Revealed Secrets for the Ancestrial Witches. Despite the Winx's efforts, Icy, Stormy and Darcy escape with the compass. Meanwhile on Domino, Sky proposes to Bloom, but a secret between King Erendor and the destruction of Domino forces Sky to call off the wedding. The rest of the Winx visit Bloom, who is struggling to get over it. The Trix report to the Ancestrial Witches on the sucsessful thef, and head to the Tree of Life in Pixie Village to destroy all good. On Domino, King Oritel puts Bloom to a showcase of princes to see who she will marry. Sky sneaks in and meets Bloom, saying that he'll fix everything. He is soon discovered by an angry King Oritel. He gives Bloom a letter before being forced to leave. Bloom protests but is overruled by her father. An angry Bloom transports to Gardinia with the Winx. The Trix arrive at Pixie Village, and take over the Tree of Life. This eliminates all good powers, along with the Winx's Believix. Powerless in Gardinia, the Winx turn to Bloom's adoptive parents Mike and Vanessa for shelter. They meet up with the specialists. Meanwhile, the Ancestrial Witches learn that there is one tiny source of positive energy left in the universe, they remember giving King Erendor an hourglass with the tree's pollin, protecting Eraklyon when the Witches destroyed Domino. In Gardinia, the Winx meet the specialists, and travel to Avram, the city with the last known sighting of the pollin. The Trix find Erendor, forcing him to give them the wherabouts of the pollin.

The film follows the adventures of El Superbeasto (Tom Papa), a suave, yet violent exploitation film actor/director and former masked wrestler, and his sultry "sidekick" and sister, the super-agent Suzi-X (Sheri Moon Zombie), as they prevent the evil Dr. Satan (Paul Giamatti) from taking over the world by marrying the foul-mouthed stripper Velvet Von Black (Rosario Dawson) with the mark of the devil on her backside. On 16 July 1988, an orb of light destroys Tokyo and World War III begins. Thirty-one years later, in the city of Neo-Tokyo, Shotaro Kaneda has his bōsōzoku gang, the Capsules, battle their rival gang, the Clowns. While there, Kaneda's best friend, Tetsuo Shima, crashes his motorcycle into Takashi, an esper with psychic powers, who had fled from a secret government laboratory with help from a covert operative. Colonel Shikishima, assisted by another esper called Maseru, has Takashi escorted back to his original lodgings and Tetsuo is abducted. When Kaneda and his gang are interrogated, he encounters Kei, a member of the revolutionary group, and arranges her release along with the Capsules.
