Ian Cullen (born 20 October 1944) is a British actor.

Ian has had numerous roles in British film and television, including regular roles in Emergency – Ward 10 (as Warren Kent - 1966-67), Z-Cars (as Joe Skinner - 1969-75), When the Boat Comes In (as Geordie Watson - 1977-81) and Channel 5's soap opera Family Affairs (as Angus Hart - 1997-99). He has guest starred in numerous television dramas, including The Bill, Dalziel & Pascoe and Sorry!. In 2011, he starred as Baron Sterling in the award winning feature film Dawn of the Dragonslayer.

He played Ixta in the Doctor Who story The Aztecs in 1964, for which he was interviewed for the DVD release in 2002. In 2012, he returned to Doctor Who to play Nadeyan in the Big Finish audio drama 'Dark Eyes'. He holds the record for the longest gap between acting in two Doctor Who stories, at 48 years.

He trained at RADA with a scholarship when he was 16. As well as his acting commitments, Ian has run a very successful youth drama group in Surrey (Surrey Heath Young Actors Company) for many years. Ian has also written several television series, films and radio plays. He lives with his wife Yvonne who is also an actress and drama teacher.

English police are baffled after a number of children are brutally murdered. Alice (Uphill) takes a profound interest in the murders as her own son, Daniel, was killed years ago and she is haunted by recurring nightmares. The event replays in her mind, as she remembers walking her son home late one night when they stop to rest on a park bench. They sit next to a clown, who gives Daniel a balloon. A man then rushes at them from the darkness and kills Daniel, injuring his mother. Alice clearly remembers the man's face. The same man has been spotted close to each of the murders in the current slayings. She confides this to Detective Weiss, the investigating officer.

Based on actual events, this film tells the story of the 1939 voyage of the MS St. Louis, which departed from Hamburg carrying 937 Jews from Germany, ostensibly to Havana, Cuba. The passengers, having seen and suffered rising anti-Semitism in Germany, realised this might be their only chance to escape. The film details the emotional journey of the passengers who gradually become aware that their passage was planned as an exercise in propaganda, and that it had never been intended that they disembark in Cuba. Rather, they were to be set up as Pariahs, to set an example before the world. As a Nazi official states in the film, when the whole world has refused to accept them as refugees, no country can blame Germany for the fate of the Jews.
