The story begins in Kingston, New York where Emily Parris (Kara Hayward) decides to get back at her fellow classmate, Mary Warren (Georgie Henley), for ruining her audition for a school play. While Mary, forced by the theatre teacher, holds her audition, Emily steals Mary's phone and publishes all of Mary's text on her blog. Mary then retaliates by calling Emily a blog whore in front of the whole school, which landed both girls in the guidance counselor, Gordy Gambhir's (Kal Penn) office. Later that night, Mary writes on her Facebook wall that she will be taking a vow of silence, and afterwards deletes her Facebook and all other social media accounts. This is when Mary gets the idea to create the Sisterhood, and the first members she recruits are Catherine Huang (Willa Cuthrell) and Lavinia Hall (Olivia DeJonge). Together, the three girls venture out into the night, disappearing into the forest by the city border, and begin their ritual.

The film opens with J. Edgar Hoover in his office during his later years. He asks that a writer, known as Agent Smith, be let in, so that he may tell the story of the origin of the FBI for the sake of the public. Hoover explains that the story begins in 1919, when A. Mitchell Palmer was Attorney General and Hoover's boss at the Justice Department. Palmer suffers an assassination attempt, but is unharmed when the bomb explodes earlier than intended. Hoover recalls that the police handling of the crime scene was primitive, and that it was that night that he recognized the importance of criminal science. Later, Hoover visits his mother, Anna Marie, and tells her that Palmer has put him in charge of a new anti-radical division, and that he has already begun compiling a list of suspected radicals. He leaves to meet Helen Gandy, who has just started as a secretary at the Justice Department. Hoover takes Gandy to the Library of Congress, and shows her the card catalog system he devised. He muses about how easy it would be to solve crimes if every citizen were as easily identifiable as the books in the library. When Hoover attempts to kiss her, she recoils. Hoover gets down on his knees and asks her to marry him, citing her organization and education, but his request is once again denied. However, Gandy agrees to become his personal secretary.

Family man Abel Plenkov (Raul Esparza), a sufferer of schizophrenia, accidentally discovers that he is the Riverton Ripper, a local, masked serial killer. State Police Captain Healy is attacked but is saved by Jesse, who is able to get off a couple shots at the unknown assailant despite also being wounded. At the hospital, Healy reveals to Jesse that he was spying on his nephew, who may be sleeping with his saxophone instructor. Jesse begins investigating the shooting despite protests from the Paradise town council. The town council members feel that the police department is already spread too thin, and they and Internal Affairs are concerned about six shooting incidents Jesse has been involved in. They also don’t like that Jesse ran Officer D'Angelo out of the department because he didn’t like him. The town council liked him very much because he wrote three times as many parking tickets as the other officers, and manned the speed trap into the town, bringing in substantial revenue for Paradise. Jesse refuses to have the speed trap manned, because he feels it is unethical, and cuts down the tree that blocks the speed limit sign so the speed trap won’t work anymore.
