is an American cinematographer. Baggot is a member of the American Society of Cinematographers, a mark of prestige and distinction. He is the grandson of the actor/director of the early 20th century, King Baggot.

Raffles (played by House Peters) is an English gentleman with a secret life—he is the notorious jewel thief known as "The Amateur Cracksman." While sailing from India to England accompanied by his friend, Bunny Manners (played by Freeman Wood), it is rumored that the infamous cracksman is aboard ship. Raffles warns a lady passenger to keep an eye on her necklace, which is stolen soon afterward. Although a search reveals no evidence, the necklace is returned upon reaching London.

This film opens with police officer Jimmy Mercer (Wesley Snipes) and his partner Brady (Dan Hedaya) doing some undercover work, when Mercer's fellow agent is shot and killed by a new man, Ronnie (Viggo Mortensen) that criminal Red Diamond (Dennis Hopper) pulled out of jail. Now on a snap of anger and thoughts of revenge, Mercer wants to find the killer and take him down before he gets transferred to another precinct. Fleeing abusive families, a group of teenage runaways form a protective family on their own, with King as their leader. King is a man in his early twenties who has been living on the street for over six years. In and out of jail, he spends most of his nights with Little J and Greg. Having spent two months in jail for being falsely accused of murder, he feels that the group fell apart in his absence. His friend Brenda, a lot of the time bullied by Little J because of her weight, introduces him to Heather, a 17-year-old girl from Chicago. The movie begins about a year after the events of the first story. The Davis family has fit in very well with the townspeople of Lucifer Falls. Almost all of them, a grumpy general store owner Tom Lynch (played by Eugene Levy) has a great disdain for Carlton and the growing popularity he's gained among the townspeople. But that is the least of their worries, as the children Jennifer and two younger sons Corwin and Aurie begin to sense that Mr. Boogedy may return for revenge. Though both parents shrug off the idea, even after getting a warning from a fortune teller Madeleinska (played by Karen Kondazain). To put an end to their children's beliefs, Carlton and Eloise use their faux seance both to prove that Boogedy is gone. However, the two unwittingly awake his spirit while Carlton impersonates him; which may have been helped when Lynch almost tried to take out their store's power.
