Ashtray (Shawn Wayans), Tray for short, is sent to the inner city to live with his father. Tray gets an education about life on the streets from his psychotic, gun-toting cousin Loc Dog (Marlon Wayans), self-hater Preach (Chris Spencer), and Crazy Legs (Suli McCullough). At a picnic Tray falls for the infamous Dashiki (Tracey Cherelle Jones) much to the distaste of ex-convict Toothpick (Darrell Heath). While Ashtray and Loc Dog head to buy some snacks, Toothpick and his posse confront Ashtray and hold him at gunpoint, until Loc Dog threatens them and they flee. Loc Dog and Ashtray get harassed in a Korean store by the owners and Loc Dog shoots at the owners when a remark is made about his mother. The two are then confronted by 'The Man' (a mysterious white, government figure) who kills the Koreans and tosses them his gun to frame them and leaves.

In an unnamed American city, soon-to-be-retiring Detective William R. Somerset (Freeman) is partnered with short-tempered-but-idealistic Detective David Mills (Pitt), who recently transferred to the department. Together, their first case leads them to believe that they are chasing a serial killer whose killings each reflect one of the seven deadly sins. First, they discover an obese man who was tied to a chair and forced to eat food, and eventually, his own vomit, until his stomach exploded (representing gluttony). Next, they investigate the fatal bloodletting of a rich attorney, from whom a pound of flesh has been extracted (representing greed). Two days later, fingerprints left at the crime scenes lead them to an apartment, where they find an emaciated man strapped to a bed. Though he initially appears to be dead, they find he has been kept alive and immobile by the killer for one year to that day; a drug dealer and child molester before his capture (representing sloth). Though unable to learn anything from the insensate man, the detectives agree the killer has planned these crimes for more than a year.

Chazz, Rex and Pip are in a Los Angeles rock band called The Lone Rangers who are continuously turned down as they try to get their demo tape heard by producers. In 1984, ten-year-old Tre Styles lives with his single mother Reva in Inglewood, California. After Tre gets involved in a fight at school, his teacher informs Reva that Tre is rather intelligent, but he is immature and lacks respect. Worried about Tre's future, Reva sends him to live in the Crenshaw neighborhood of South Central Los Angeles with his father, Furious Styles, from whom she hopes Tre will learn valuable life lessons. In Crenshaw, Tre reunites with his friends, Darrin "Doughboy" Baker, Doughboy's maternal half-brother Ricky, and Chris, their mutual friend. That night, Tre hears his father shooting at a burglar who tried to rob the house. Police officers arrive more than an hour later, and while the Caucasian officer is civil, the African-American officer treats Furious with disrespect and contempt.
