Frank Zito is a mentally disturbed young man who has taken over his family's mannequin sales business after the recent death of his mother, who also moonlighted as a prostitute. Frank's childhood experiences of seeing his mother bring home clients or being taken out with her to turn tricks has left Frank unable to enter into meaningful relationships with women, and his sexual impulses tend to manifest themselves as violent urges that Frank externalizes as his mother's will. For the past 33 years Jeremiah Hill has lived alone, with no contact with the outside world, and he intends to keep it that way. After many years Pooch returns to his old New York neighborhood and teams up with his old high school friend Big Boy to run the local rackets. Big Boy realizes that Pooch is a valuable and trustworthy asset in his plans of becoming local crime lord, and the two get involved with the local drug trade of the neighborhood. With the help of their pal Juanito, the pair continue to get close to having total control and will be able to make a proposition to the mob behind it all. The film follows rookie detective Jo Dee Fostar (Billy Zane), on his first case. The case involves a serial killer, wanted for over 120 murders. In order to find the killer, he must enlist the help of convicted murderer Dr. Animal Cannibal Pizza (Dom Deluise). However, during the investigation, his girlfriend, Jane Wine (Charlene Tilton), is asked by her boss to take a large sum of money to the bank. Instead of doing this, she leaves town with the money. While hiding, she decides to rest at the Cemetery Motel, which is later revealed to be a cemetery named Motel after its owner, Antonio Motel. Jo must then enlist the help of Det. Balsam (Martin Balsam) and Dr. Pizza to not only find the murderer, but his missing girlfriend. All of this takes the cast on many adventures at the Cemetery Motel. In the final confrontation, most characters are revealed to be somebody else in disguise.

Bobby Johnson (Glenn Plummer) is a young black gang member of Hoover Street Deuces, or simply "Deuce". Rover lives a life of fun in Las Vegas, gambling and chasing girls with his best friend Eddie. One night, he sees his owner Connie's boyfriend, Rocky, in a transaction with a pair of gangsters, and accidentally disrupts it. Thinking that Rocky is an undercover cop setting them up, the gangsters flee, telling Rocky that he has blown his last chance. The next day, Connie goes on the road for two weeks, leaving Rocky to look after Rover. In revenge for ruining his deal, Rocky puts Rover in a bag, drives him to Hoover Dam, and throws him in the water. The bag is later pulled out of the water by two passing fishermen, who take Rover back to shore and place him in the back of their pickup truck. However, Rover wakes up and jumps out of the truck when the fishermen stop for gas, and begins to wander down the road on his way back to Vegas. Instead, he ends up in the countryside, and eventually runs into a farmer, Cal, and his son, Danny, who convinces his father to take the dog in. Cal agrees on one condition: at the first sign of trouble, he'll be sent to an animal shelter, and if nobody claims him, the animal shelter can put him to sleep.
