The film begins with a woman giving birth to a baby. Within a few minutes of his birth, the baby starts saying: "Ho, ho, ho!". Mother Claus calls her son, Frederick, over to meet his new brother, whom she has decided to name Nicholas. Mother Claus lovingly refers to the new baby as her little Saint Nick. During Christmas, when Nick opens his gifts including Fred's, he decides to give them away to orphans which makes Fred angry. Mother Claus advises Fred to be a better person by stating he should be more like his brother; this in turn causes Fred to resent Nick. Feeling isolated, Fred often climbs a tree to confide his problems in a bird. On one occasion, Nick cuts down the tree, saying that now Fred can bring it inside since he liked it so much. However, the birdhouse Fred's confidant lived in is smashed, causing the bird to leave; this causes a temporary rift between Fred and Nick.

Following the memorial service for investigative reporter Joe Strombel (McShane), Strombel's spirit finds himself on the barge of death with several others, including a young woman who believes she was poisoned by her employer, Peter Lyman (Jackman). The woman tells Strombel she thinks Lyman, a handsome British aristocrat with political ambitions, may be the Tarot Card Killer, a notorious serial killer of prostitutes, and that he killed her when she stumbled onto his secret. The film follows 17-year-old Cassandra Mortmain (Romola Garai), and the fortunes of her eccentric family, struggling to survive in genteel poverty in a decaying English castle. The characters include: Cassandra's father (Bill Nighy), a writer who hasn't written anything in the twelve years since the spectacular success of his first novel; her exquisite older sister Rose (Rose Byrne) who rails against their fate and hopes to marry for money; and their bohemian stepmother, Topaz (Tara Fitzgerald), an ex-model still apt to sun-bathe in the nude. The possibility of salvation seems to loom in the form of their wealthy American landlord Simon Cotton (Henry Thomas) and his brother Neil (Marc Blucas). Although Simon initially turns her away, Rose is determined to make him fall in love with her and succeeds. A wedding is arranged and Cassandra appears left on the sidelines. But events spiral out of control, and before the summer ends many expectations will have been overturned.

The plot, reminiscent of the Alfred Hitchcock film Strangers on a Train, focuses on two disparate characters. Conservative Henry Bell has been eased out of his job by condescending Bruce Tick, while wealthy and wildly eccentric Karen Knightly has been abandoned by her lover Anthony Staxton-Billing, who opted to return to his wife Imogen. Both are intent on committing suicide by leaping from the Tower Bridge in London. Mr. Bean (Rowan Atkinson) is a well meaning, but hopelessly clumsy and destructive security guard, at the Royal National Gallery in London, though his reputation for sleeping on the job compels the board of directors to attempt to fire him, they are thwarted by the chairman (Sir John Mills) who is sympathetic with him. In order to rid themselves of Bean, the board send him to Los Angeles to represent them at the unveiling of the portrait Whistler's Mother. The famous painting has been purchased for $50 million by the fictional Grierson Art Gallery with a grant from General Newton (Burt Reynolds). Bean's visit is arranged by the gallery's curator, David Langley (Peter MacNicol), who, impressed with the National Gallery's false profile of "Dr. Bean", agrees to accommodate Bean in his house for two months, much to the chagrin of his wife Allison (Pamela Reed), son Kevin (Andrew Lawrence) and daughter Jennifer (Tricia Vessey), who subsequently leave for Allison's mother's house.
