In Cleveland, Ohio, high school senior Wren DeSantis' (Victoria Justice) opening narration describes Halloween in Cleveland as a time for its citizens to dress up and be less ashamed of themselves, citing the nickname "the mistake by the lake." This Halloween though would be the first that she and her family spend since the death of her father, a former Def Jam Records production assistant. She also focuses on the fact that she, her mother, Joy (Chelsea Handler), and oddball little brother, Albert (Jackson Nicoll) are touched by the death of her father in their own way. Albert, who also has reputation as a legend at video games, has apparently chose a life of elective mutism. Wren's widowed mother, Joy, dyed her hair blonde and is dating a 26-year-old boyfriend named "Keevin" (Josh Pence). Wren has her heart set on college life at New York University. Her friend April (Jane Levy) has her eyes set on social status, and nerdy friend Roosevelt (Thomas Mann) has his heart set on Wren. The two girls are surprised when they find they are invited to a Halloween party by local heartthrob Aaron Riley (Thomas McDonell), even as she performs a seemingly uncool "explaining rap," about her friend Roosevelt's proposed E.O. Wilson costume. Wren decides on a Dorothy Gale costume, and April decides to dress as a sexy cat. Albert wants a costume with a fake severed arm, while Wren tries to talk him into selecting a Spider-Man costume. He chooses both. On the day she is supposed to go to the party, she is also ordered by her mother to take Albert trick-or-treating so she can go to a party with her boyfriend. Despite Wren's pleas to not watch her brother, Joy offers to sign her applications for NYU if she does. The party that Keevin invites Joy to turns out to be run by Keevin's friend Nate Brueder who is roughly the same age. None of the people at the party even recognize that she is dressed like Britney Spears during the early period of her career. Brueder and friends engage in behavior such as binge drinking, farting in her cell phone, and causing other juvenile chaos.

A sting operation to capture notorious arms dealer Miles Jackson (Aidan Gillen) goes awry when the FBI's inside man double crosses them. Miles rendezvouses with his girlfriend Erica Kessen (Taylor Cole) who has a getaway car. Officer Danny Fisher (John Cena) and his partner, Officer Hank Carver (Brian J. White), are dispatched to help the FBI. On their way, they look at Jackson's record and see a surveillance video of him dancing with Kessen. A sudden encounter with them when they spot her at a traffic light leads to her death and Miles being taken away. Miles swears vengeance on Fisher.

"Slammin" Cleon Salmon (Michael Clarke Duncan) is a former world heavyweight boxing champion who retired to open a sports-themed restaurant in Miami. His antics lead him to believe that he owes $20,000 to the head of the Japanese Yakuza. Needing to come up with the money in one night, he challenges the wait staff to sell more food than they have ever sold, with the top waiter receiving $10,000 in cash and the lowest waiter getting a "broken ribs sandwich" courtesy of the champ. Zany hijinks ensue as the staff try to one-up each other and win the prize while avoiding a beating. In the end, Cleon realizes that he only owed 20,000 Yen to the Japanese Yakuza (which works out to be $170) and shares the takings with the wait staff. But before he goes to give the Japanese Yakuza the money, he beats up Guy since he was the lowest selling waiter.

In 2002, in a new lair behind the famous Hollywood sign, Dr. Evil outlines his newest plan to his minions: he will go back in time to 1975 and bring back Johan van der Smut, aka "Goldmember", who developed a cold fusion unit for a tractor beam which Dr. Evil names Preparation H, not to be confused with the well known product of the same name - Preparations A through G had failed earlier. He intends to use the tractor beam to pull a meteor into the Earth to strike the polar ice caps and cause global flooding. However, moments after revealing this plan Austin Powers and the British Secret Service attack and arrest Dr. Evil. Austin is knighted for his services, but is disappointed when his father, the famous super-spy Nigel Powers, fails to attend the event. At a party to celebrate his knighthood he sings a song with the band Ming Tea; later he meets two Japanese twins named Fook Mi and Fook Yu and is about to have a threesome with them when Basil Exposition informs Austin that his father has been kidnapped, the only clue being that the crew of his yacht have had their genitalia painted gold.

On docks outside Los Angeles, a semi-truck is loaded with electronics, but a corrupted dock worker informs an unknown person about the truck shipment. In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. Though Charlie is severely disfigured by the procedure, Dhalsim secretly alters his cerebral programming to maintain Charlie's humanity.
