The movie focuses on a character simply named The Chosen One, who is wandering from town to town searching for the man who, under orders from the mysterious Evil Council, killed his family on the night he was born. His talents for the martial arts were already honed at his infancy, and only vastly improved over time, giving him capability for legendary fighting abilities. He soon drifts into another town, and consults Master Tang, a very ill and slightly deranged sifu, for further training. The master is skeptical at first, but when The Chosen One shows him his identifying mark (his tongue has a living face on it named Tonguey), Master Tang agrees to allow him to train at his dojo. He also introduces him to his two students: Wimp Lo, a young man with squeaky shoes who was trained wrong as a joke, and Ling, who Master Tang bluntly states will have feelings towards The Chosen One.

MI6 sends James Bond, agent 007, into the field to spy on a terrorist arms bazaar on the Russian border. Via television, MI6 and the Royal Navy identify several wanted men, including the American "techno-terrorist" Henry Gupta, who is buying a GPS encoder made by the US military. Despite M's insistence to let 007 finish his reconnaissance, British Admiral Roebuck launches a missile attack on the arms bazaar. Bond then discovers two Soviet nuclear torpedoes mounted on an L-39 Albatros, and as the missile is too far along to be aborted, 007 hijacks the L-39 and flies away seconds before the bazaar is struck. Amidst the confusion, Gupta escapes with the encoder.

Chinese American CIA operative Jeffrey Cheung Ching (Chow Yun-fat) was ordered to escort a Chinese national treasure to the United States. In a tea house in Hong Kong, Officer "Tequila" Yuen (Chow Yun-fat) and his partner Benny (Bowie Lam), attempt to arrest a group of gun smugglers while they are making a deal. The story is of three orphans and their two father figures. They are taken in by both a wealthy crime boss which leads to their close friendship, and a kind police officer. Three years ago, Lee Sam was a triad leader who was victimized by his enemy when leads him arrested and imprisoned. Upon his release, he single handedly takes revenge and flees to Taiwan afterwards and takes refugee from Billy Lee, whom he helped before. Sam decides to conceal his identity and leave the underworld but Billy is belligerent and repeatedly makes fuss and finds newcomer Crow to be his scapegoat. Crow has nothing to do all the time and always dreams of becoming a triad leader. Crow is then appreciated by Billy for being his scapegoat and his reputation rises which gets Billy jealous and arranges him to assassinate a police officer in Hong Kong. Billy plans a collateral kills Crow's girlfriend and older sister. The anger of Sam and Crow forces them to be back in the underworld.
