When Inspector Mahadev Bhosale (Sanjay Dutt) is asked by his seniors to form a hit squad to take on the Mumbai underworld, he recruits Shiv Narayan (Rana Daggubati), an honest and brave police officer who had been suspended for an encounter killing. Together, Mahadev and Shiv along with others in the "Department" take on underworld don Sawatya (Vijay Raaz) and his gang. Sawatya, in spite of many exhortations by his number two, D.K. Veeravenkata Satyanarayana Swamy (Nandamuri Balakrishna) is beloved by villagers whose lives were forever changed by his presence. Nasik-based Heerendra Dhaan (Ajay Devgan) and Raj Ranade (Prashant Raj Sachdev) are bodyguards of a politician but, after their employer is implicated in a scam, they end up assaulting a police officer and flee to Mumbai. Once there they meet with Rambhabhai (Rajpal Yadav), who in turn, gets them employed with a gangster named Shambhu. Abhay (Gautam Gupta) and Vasundhara (Priyanka Kothari) are neighbors who are in love. Due to strong opposition from their parents, they decide to elope to Goa. The film begins with the brutal murder of a Mumbai man named John by a group of Gangsters led by ruthless Kingpin Bappu Ganesh (Upendra Limaye) who terrorizes the slums of Mumbai striking fear into the heart of slum-dwellers. As time goes on, Babbu becomes more and more powerful, until he manages to seize power from the Government of Maharashtra and make himself Chief Minister of the state. Subhash Nagre (Amitabh Bachchan), who is known by his followers as Sarkar, lives in Mumbai. The opening scenes show a rape victim's father (Veerendra Saxena) approaching Sarkar for justice (which the corrupt law and order system has failed to deliver) which Sarkar promptly establishes by having the rapist beaten up by his henchmen. His son, Vishnu (Kay Kay Menon), plays a sleazy producer who is more interested in the film actress Sapna (Nisha Kothari) than his wife Amrita (Rukhsar). Sarkar's other, more upright son, Shankar (Abhishek Bachchan), returns from the United States with his love Pooja (Katrina Kaif) after completing his education there. Pooja's doubts about Sarkar's image cause Shankar, who firmly believes in his father's righteousness, to break up with her later in the movie.
