Le film commence durant la Seconde Guerre mondiale, en 1941, quand Alan Alexander Milne – surnommé "Blue" par ses amis et sa famille – et sa femme, Daphne, reçoivent un télégramme chez eux. Princess Victoria of Kent is the heiress presumptive to the throne during the last years of the reign of her uncle King William IV. She is brought up under a strict set of rules devised by her mother (her father having died when Victoria was a baby), the Duchess of Kent, along with the comptroller of the Duchess's household, Sir John Conroy, who calls it the "Kensington System." Conroy hopes that William IV will die while Victoria is still a minor, which would mean that the Duchess would be appointed Regent, and he would be the power behind the throne through his considerable control of the Duchess. Victoria grows rebellious and resentful of her mother and Conroy's oppressive control of her every move. During an illness, her mother and Conroy attempt to force Victoria to sign papers that would make Conroy her personal secretary upon her majority. Although weak and ill, Victoria is strong enough to vehemently refuse this ploy, throwing the papers on the floor.

The film begins with Private Shane Gulliver (Matthew McNulty) of the 1st Battalion, Northdale Rifles marching to a court martial. The film then cuts to Gulliver's arrival in Basra, Iraq with fellow soldier Mark Tate (Gerard Kearns). Once there, they are briefed by their commanding officer, who tells them to treat the people of Iraq with respect. While on patrol the troops are ambushed by insurgents, and the men witness the death of their CO, Major Godber (Shaun Dingwall) whilst trying to rescue a Territorial Army private who is struck with shock while in a Land Rover and is incapable of taking cover. After this the troops receive reports that the insurgents came from a village nearby.

The film tells the story of a group of learner drivers. One of them, Beverly (Jessica Hynes), is a housewife who works as a cleaner at the police station and has failed her driving exams eight times, mainly due to the driving lessons of her impatient husband Ian (Shaun Dingwall). The story is set in Glasgow, Scotland near the banks of the River Clyde. After completing the construction of the ship RFA Mounts Bay, Frank Redmond (played by Peter Mullan) and a few of his co-workers are laid off from the shipyards after 36 years service. Though the novel Crime and Punishment was written and set in the 19th century, this film version takes place in the then-future setting of the early 21st century. Rodion Raskolnikov, a student in his twenties who lives in Moscow, has published a paper which he argues that certain superior individuals can legitimately ignore laws, even the law against murder. He acts out this arrogant theory by murdering an old woman, a pawnbroker, and her sister who accidentally witnesses the crime. In the aftermath, Raskolnikov is increasingly tortured by his conscience.
