The plot is very close to the original play and 1928 movie. Racketeer and mobster Nick Scanlon (Ryan) has managed to buy several of the local government and law-enforcement officials of a large midwestern American city. However, he can't seem to touch the incorruptible police captain Tom McQuigg (Mitchum), who refuses all attempts at bribery. The city’s prosecuting attorney, Welch (Collins), and a police detective, Turk (Conrad), are crooked and make McQuigg's job as an honest officer nearly impossible.

In 1943, at the Ministry of Information in London, war correspondents Elmer "Brockie" Brockhurst (Charles Bickford) and James Carwood (John Ridgely) of United News attend the daily briefing on bombing missions. While the RAF representative announces light losses, the PRO of the Eighth Air Force causes grumbling when his report reveals a record 48 bombers shot down bombing an undisclosed industrial target. Carwood questions whether any target could be worth such losses, but Brockhurst retorts that the U.S. 5th Bomb Division commander, Brig. Gen. "Casey" Dennis (Clark Gable), loves the war. Brockhurst travels to the base of the 32nd Bomb Group, where Dennis has his headquarters, and observes B-17s taking off on another major strike. He tries to milk information about the arrest of a decorated (and highly publicized) pilot, Captain Jenks, from T/Sgt. Evans (Van Johnson), an assistant in Dennis's office, but Evans cordially rebuffs him.

West Point cadet Rockwell "Rocky" Gilman is called before a hearing brought after an influential cadet, Raymond Denmore, Jr., is forced to leave the academy. Gilman has reported Denmore for lying to him during training, and in retaliation has been accused of bullying and hazing the dismissed cadet. Denmore's attorney, Lew Proctor, attacking the academy and its Honor Code system, declares that Gilman is unfit and possibly criminally liable. Gilman is confined to quarters by the academy superintendent and warned not to discuss the case with anyone. Consequently, he breaks a date his girlfriend Ann Daniels without explanation. The hearing resumes and Gilman's classmate, Eddie Loughlin, recounts how Gilman uncomplainingly withstood the rigors of academy training, especially during his plebe year, when he was still recovering from war wounds. Gilman takes the stand and testifies about his war experiences.

When passed over for promotion at work in favor of a foreign-born friend, Frank Taylor (Humphrey Bogart), a midwestern factory worker, joins the anti-immigrant Black Legion, a secret white vigilante organization portrayed as related to the Ku Klux Klan. Dressed in black robes and hoods, Taylor and the Legion mount a torchlight raid and burn down the friend's chicken farm, driving him out of town, so that Taylor can gain the job he believed was his. Soon, however, Taylor's recruiting activities with the Legion get in the way of his work, and he is demoted in favor of neighbor Mike Grogan (Clifford Soubier). The Legion takes action again, attacking Grogan.
