Film Workshop Co. Ltd. (simplified Chinese: 电影工作室; traditional Chinese: 電影工作室), is a Hong Kong production company and film distributor. It was founded in April 1984 by producer/director Tsui Hark and his now ex-wife, Nansun Shi. Already a renowned director with a string of box office hits behind him, Tsui wanted to create a workshop where the foremost filmmakers could work on films with artistic merit, and at the same time, films that could be commercially rewarding for the financiers.

In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. To mark this occasion, she has a colossal Buddha figure built overlooking her palace. However, an official inspecting the Buddha's progress mysteriously erupts into flames. Penal officer Pei Donglai and his superior investigate and interrogates the supervising builder, a man named Shatuo, who was formerly imprisoned after he took part in a rebellion eight years ago. They find nothing, however, and Pei's superior dies soon after in the same manner as the official.

Small-timer Fei (Louis Koo), his married buddy Sam (Simon Yam), and antique store owner Mok (Sun Hong Lei) are all in desperate need of money. Fei wants his friend to drive a robbery getaway car but Sam backs out, throwing Fei in trouble with the triads. As the three are arguing, a mysterious man leaves them a map, leading them to an unlikely treasure under the Legislative Council building. In the mid-17th century, the Manchus conquer the territories of the former Ming Empire and establish the Qing Empire. Peace-keeping immortals living in clans inhabit a mythical mountain range called Zu, which exists between Heaven and Earth. Having successfully completed his final mission three years prior, which was to retrieve a truck load of plutonium stolen from a US military base in Croatia by freelance international terrorist Stavros, government anti-terrorist agent Jack Paul Quinn is relaxing by his pool in Southern France with Kathryn, his pregnant wife. Quinn is approached by a government representative who tells him that Stavros, Quinn's nemesis, has become active again and tries to convince Quinn to come out of retirement telling Quinn that he ‘can’t retire until he [Stavros] does’. Quinn is reluctant to return to duty but agrees after the same representative is killed by Stavros shortly after the meeting with Quinn.

Wong Fei-hung, Clubfoot and "13th Aunt" cross the Pacific Ocean to America to visit Bucktooth So, who has opened a Po-chi-lam clinic there. While traveling by carriage through the wilderness, they pick up a friendly cowboy named Billy, who is almost dying of thirst. When the party stops to have lunch, a bunch of hostile Native Americans ambush them. Wong, Clubfoot and 13th Aunt escape unharmed but their carriage slides off a cliff and falls into a river. 13th Aunt and Clubfoot are rescued and taken to Bucktooth So's clinic. However, Wong hits his head on a rock and loses his memory as a consequence. He is saved by a Native American tribe.

Tsui Chik (or Simon in the US version) tries to lead a quiet life as a librarian. However, he is really a former test subject for a highly secretive supersoldier project and the instructor of a special commando unit dubbed "701". The 701 squad is used for many government missions, but after one of the agents kills a team of policemen in an uncontrollable rage, the government decides to abort the project and eliminate all the subjects. Tsui Chik helped the surviving 701 agents flee the extermination attempt. Having escaped, Tsui Chik went separate ways from his team and lived in Hong Kong. Later at night he discovers that the rest of the team were responsible for a violent crime spree that was beyond the capability of the local police. He sets out to get rid of them, donning a mask and hat using the superhero alias of The Black Mask. Having lost the ability to feel pain due to the surgery performed on the super-soldiers by the military, Black Mask is almost invulnerable.
