After being rescued from the destroyed arena in the 75th Hunger Games, Katniss Everdeen, along with fellow Victors Beetee and Finnick Odair, are taken to District 13, an independent district isolated from the rest of Panem that has been spearheading the rebellion, where she is reunited with her mother and sister Prim. While recuperating, she is introduced to President Alma Coin, the rebel leader, and is told that her actions in the arena sparked riots and strikes against the Capitol. Coin asks her if she will become the "Mockingjay"—the symbol of the rebellion—as part of their "hearts and minds" strategy. Katniss flatly declines, angrily reminding her that they left Peeta Mellark, her portrayed lover and fellow District 12 tribute, behind in the arena. At the suggestion of Plutarch Heavensbee, the former Gamemaker, she is taken to see the ruins of District 12, which was completely leveled by a Capitol bombing campaign (with the exception of the houses in the Victor's Village). After seeing that Peeta is being used by Capitol state television to quell the rebellion, Katniss reluctantly changes her mind and agrees to become Coin's Mockingjay, on the condition that Peeta and the other victors will be rescued and pardoned at the earliest opportunity, and that her sister, Prim, will be allowed to keep her cat.

In District 12, Katniss Everdeen volunteers when her younger sister Primrose is initially chosen by lot. She and the male Tribute, Peeta Mellark, are escorted to the Capitol by chaperone Effie Trinket and their mentor Haymitch Abernathy, a past District 12 victor and alcoholic. During part of a series of televised interviews, Peeta publicly expresses his love for Katniss, which she initially takes as an attempt to earn sponsor favor, but later learns his love is genuine. Four gifted street magicians—J. Upon the discovery that the money really is missing from the bank vault, FBI agent Dylan Rhodes is called to investigate the theft and is partnered with Interpol agent Alma Dray. They arrest the Horsemen, but are forced to release them due to lack of evidence.

The Expendables—led by Barney Ross and formed by Lee Christmas, Gunnar Jensen, and Toll Road—extract former member Doctor Death, a knives specialist and team medic, from a military prison during his transfer on a train. They recruit Doc to assist them in intercepting a shipment of bombs meant to be delivered to a warlord in Somalia. Arriving there, they reunite with Hale Caesar, who directs them to the drop point, where Ross is surprised to find out that the arms trader providing the bombs is Conrad Stonebanks, a former co-founder of the Expendables who went rogue and was presumed dead. In the ensuing firefight, The Expendables manage to kill all but Stonebanks, who shoots Caesar twice. As the team attempts to aid him, they are forced to retreat due to Stonebanks' advanced weaponry, and Caesar is severely injured in the process.

Unable to sleep, McCall spends some late nights reading in a 24/7 diner, where he befriends Alina (Chloë Grace Moretz), a teenaged prostitute for the Russian Mafia, who is regaled by Robert with his philosophical interpretations of the books he reads. One night she is hospitalized when brutally beaten by her pimp, Slavi (David Meunier). McCall enters a restaurant owned by the Russian mob and offers to buy Alina's freedom from Slavi for $9,800, but Slavi refuses, dismissing McCall as old and impotent. Failing in this approach, McCall kills Slavi and four of his men with skillful close combat efficiency.

After Amanda Young seals him in the bathroom, Eric Matthews escapes his shackle by breaking his foot with a toilet tank cover. Six months later, he is still missing. A SWAT team led by Lieutenant Daniel Rigg discovers the site of a Jigsaw game in which the victim, Troy, had to escape a bomb by ripping chains from his body. Rigg calls Detectives Mark Hoffman and Allison Kerry, who is guilt-ridden over Matthews' disappearance, to the scene. Kerry points out that the door was welded shut, breaking Jigsaw's modus operandi of giving his victims a chance to escape. She is abducted from her home that night while reviewing Troy's tape and awakens in a harness that is hooked into her ribs. She manages to retrieve the key from a suspended beaker of acid and unlocking it before the timer expires, but it tears her rib cage apart anyway, killing her.
