Synopsis

The film begins with footage from a news cameraman and reporter, who are covering a story about an immigrant man killing his wife and son before committing suicide. The son and wife turn into zombies and kill several medical personnel and police officers but leave one medic and a reporter bitten before being killed. The narrator, Debra, explains most of the footage was never broadcast, but was recorded by the cameraman.

The film opens a year after the previous film with Charles Garrison (Peter Coyote) arriving at a mortuary with one of the canisters of Trioxin that he salvaged from the previous movie. He is greeted by a team of Russian government officials whose goal is to destroy the last of the canisters to avoid another incident like that of what happened in Necropolis. Nevertheless, one of them sprays three corpses with the gas, and revives three corpses. Charles, is killed during the incident along with the mortuary owner and one of the government officials.

Detectives Roger Mortis (Treat Williams) and Doug Bigelow (Joe Piscopo) are called to the scene of a rather violent jewelry store robbery. The robbers take on a squadron of police in a messy shootout, but neither seem affected when they are riddled with bullets. Thanks to the combined, albeit extreme measures of Mortis and Bigelow, they are able to take out the criminals, their acts narrowly avoiding termination. Meanwhile, a coroner friend of Roger's, Rebecca (Clare Kirkconnell) informs the detectives that the two bodies they had brought in had previously been to the morgue: not only do they have autopsy scars, but she herself clearly remembers performing the autopsy and has pictures to prove it, suggesting they simply got up and left the morgue at their own volition. There is a preservative chemical compound in their bodies that connect the pair to a company that had ordered a great amount of it recently. Mortis and Bigelow investigate and meet the company's head public relations person, Randi James (Lindsay Frost) who gives them a tour of the facility. When Doug wanders off to investigate a suspicious room, he encounters the reanimated corpse of a biker on a strange machine and in the fray, Roger is knocked into a decompression room used to humanely kill failed test animals and is asphyxiated to death.

Cannibalistic zombies have overrun the entire world. The remaining fragments of the U.S. government and military hide out in fortified military bases and colonies, attempting to find a solution to the zombie pandemic. The crew of the space shuttle Churchill finds a 150-mile long spaceship hidden in the corona of Halley's Comet. The crew finds hundreds of dead, shrivelled bat-like creatures and three naked humanoid bodies (two male and one female) in suspended animation within glass containers. A small U.S. special-forces squad travels to Cambodia to follow up on the case of a small medical outpost that has ceased communications, and why the first group sent to the outpost did not report back. In the year 2046, a research facility on Mars is suddenly attacked by an unknown assailant. Following a distress call sent by Dr. Todd Carmack, a group of marines, led by Asher "Sarge" Mahonin, is sent on a search-and-rescue mission. A group of mercenaries led by Maj. Max Gatling are fleeing from a failed rescue attempt, having been hired by a rich industrialist to enter a zombie-infested city to rescue his daughter Jude. At the extraction point, Gatling tells Smiley that he is staying to find Jude and complete the mission. After searching through the city and killing many zombies on the way, he locates Jude and tells her that he is going to get her out of the city, and she takes him to other survivors. There, he is introduced to the survivors including group leader Duke, Reese, Elvis, Lynn, and Anna. Jude is revealed to be in a relationship with Reese and pregnant with his child. The next day when Gatling, Jude, and the others go out to retrieve gasoline from a gas station, Gatling attempts to get Jude out of the city by force when she refuses to go without the others. However, he is stopped by the others and left for dead. After discovering that Jude is pregnant, Reese rushes to Gatling's aid so that Jude can be taken out of the city. At this point it is revealed that not only is Jude's father some rich industrialist, but he is also the one who caused the zombie pandemic. While returning to the stronghold to get Jude, Gatling and Reese discover a band of non-programmed robots. Gatling reprograms the robots and proceeds to the stronghold. When it is revealed that the city is to be firebombed, Gatling and all of the survivors make preparations to escape.
