Oharu is the daughter of Kyōsai Shimura, a rōnin who now makes his living making umbrellas. She is in love with another rōnin, Reisaburō Asai, who lives next door, but he is being pursued by two of the town beauties, Otomi and Fujio. To make things even more difficult for Oharu, her father is obsessed with antiques, buying them even though he has little money and even when most of them eventually turn out to be fakes. A mistake, however, puts him deeply in debt to the local lord, Tanbanokami Minezawa, and he is confronted with having to sell Oharu in order to pay it off.

Two Tokyo co-workers at a brewery, Kihachi (Takeshi Sakamoto) and Jiro (Den Obinata), go and visit a rōkyoku performance. On leaving the theater, they happen to chance on a girl Harue (Nobuko Fushimi), who is destitute with no place to go. Jiro is relunctant to help her out but Kihachi takes a fancy on the pretty girl and decides to give her a place to stay at the house of a restaurant owner friend of his, Otome (Chouko Iida). She helps out at the place and Otome soon takes a liking for her.

Kihachi (Takeshi Sakamoto) wanders around the industrial flatlands of Tokyo's Koto district with his two young sons, Zenko (Tokkan Kozo) and Masako (Takayuki Suematsu), looking for work. Unable to find a job, Kihachi relies on his sons to catch stray dogs for the reward money, but Zenko wastes the bounty buying himself a much-desired officer's cap. Later, the brothers quarrel and lose the family's bundle. Kihachi tells them that they no longer have enough money to pay for both a meal and a bed for the night. They choose a meal. At a cafe they meet Kihachi's old friend, Otsune (Choko Iida), who finds Kihachi a job and allows the family to rent a room at the cafe.
