The film is about a woman named Jennefer (played by Kari Wührer) who runs from her abusive husband, gives her baby up for adoption and ends up on the streets during a grim and cold winter in Toronto. She's taken in by a prostitute named Ola (played by Rae Dawn Chong). Ola sees her pimp Hassan (Lou Diamond Phillips) murder another prostitute but refuses to testify against him, knowing that Hassan has associates that will kill her. A police officer named McClaren (Lance Henriksen) attempts to interrogate her and she is deported. Jennefer then becomes a prostitute under Hassan and later confronts her husband who tracks her down with the intent on killing her.

In New Orleans, a homeless veteran named Douglas Binder is the target of a hunt. He is given a belt containing $10,000 and told that he must reach the other side of town where he would then win the money and his life. Gangster boss Vic Luca (Rip Torn) is scheduled to appear in court and so hires a hit man/shoe salesman Chris Caleek (Lance Henriksen) to kill the witnesses. In 1882, the small town of Appaloosa, New Mexico, is being terrorized by local rancher Randall Bragg (Jeremy Irons), who killed the town's marshal, Jack Bell, and two deputies when they came to Bragg's ranch to arrest two men. The town hires lawman and peacekeeper Virgil Cole (Ed Harris) and his deputy Everett Hitch (Viggo Mortensen) to protect and regain control of the town. The pair agree on one condition: that the town follow Cole's law and essentially cede control to him. The lawmen begin by confronting four of Bragg's men who are causing a disturbance in the saloon. Three men refuse to allow themselves to be arrested, forcing Cole and Hitch to kill them. The fourth man surrenders and leaves the saloon. Bragg has a meeting with Cole and Hitch, initiating a standoff.
