It is subsequently dubbed into Tamil language entitled Jagathala Prathapan (1961) and Kannada, Bengali, Oriya and Hindi languages.
It is a Musical film with music score composed by Pendyala Nageswara Rao and songs penned by Pingali Nagendra Rao. The melodious song Sivasankari Sivanandalahari by Ghantasala Venkateswara Rao is often chosen for singing competitions.

On an debate among Saptarishis where Bhrigu Maharshi argues that male is responsible for entire nature and where others says nature (female) is the origin of the universe. The main characters in the film are in the public service, most of them in corrupt, negative roles, and there are many villains instead of one main villain. Dharma Rao (Gowrinatha Sastry) is the Chairman of the municipality. The municipal contractor, a local businessman, and his associates make up the rest of the corrupt cast. They use their influence for their own personal ends in secret. The municipal counsellor, however, Ramadasu (Lingamurthy), who is also a newspaper editor, is honest and uncorrupted. What happens to all these characters makes up the plot of the movie.

The queen of Ujjain is keen for her daughter Indumathi (alias Indu) to marry her brother Surasena, a timid and mentally unstable person. When the gardener's son 'Thota' Ramudu beats Surasena at a concert for irritating the common people, he is summoned by the king to the court. His boldness leaves a considerable impression, but when Ramudu declares his love for Indu a day before his death sentence for meeting Indu secretly, the king is reminded of the astrologers' prediction that only a brave man can save her from a wicked sorcerer. He then challenges Ramudu to amass wealth equal to that of his in order to marry Indu, to which Ramudu agrees. He is released from prison.

Subhadra (the sister of Balarama and Krishna) marries a Pandava named Arjuna, and their son Abhimanyu falls in love with Balarama's daughter, Sasirekha. The families decide to marry them when they reach adulthood. By the time Abhimanyu and Sasirekha grow up, the Pandavas have lost a dice game to the Kauravas due to Sakuni's manipulation. Krishna, furious at an action of Dussasana that has insulted Draupadi, saves Draupadi. Balarama teaches the Kauravas a lesson and later reaches Hastinapuram. Sakuni and Duryodhana respect Balarama; after manipulating him, they seek his favour by requesting that Sasirekha be married to Duryodhana's son Lakshmana Kumara. They intend to force Balarama and Krishna to support them if the Pandavas wage war after their fourteen-year exile. Unaware of this, Balarama accepts.

Bheemasena Rao (SV Rangarao) is a dignified and respectful man. His son (R. Nageswara Rao) works in Military services. His daughter is Rukmini (Jamuna).
