The movie was actually shot in 1966 but was not released for two years. It stars Dustin Hoffman, in his first movie role, as Jason Fister, a young U.S. Treasury Dept. official sent to Rome to recover a large sum of money owed to the United States government by a deceased mobster.
The film is in the lowbrow comedy genre, with comic stop-action chase scenes, as well as many scenes involving spaghetti western-style gunplay on the streets of Rome. Hoffman's Fister is a seemingly naive and mild-mannered bureaucrat with a sense for sniffing out phonies.
The interiors of the film were shot largely in Spain, with exteriors in Rome.

At an illegal card game, a young street urchin (Charlie Korsmo) witnesses the massacre of a group of mobsters named Shoulders (Stig Eldred), Stooge (Jim Wilkey), the Rodent (Neil Summers), the Brow (Chuck Hicks) and Little Face (Lawrence Steven Meyers) at the hands of Flattop (William Forsythe) and Itchy (Ed O'Ross), two of the hoods on the payroll of Alphonse "Big Boy" Caprice (Al Pacino). Big Boy's crime syndicate is aggressively taking over small businesses in the city. Detective Dick Tracy (Warren Beatty) catches the urchin (who calls himself "Kid") in an act of petty theft. After rescuing him from a ruthless host, Tracy temporarily adopts him with the help of his girlfriend, Tess Truehart (Glenne Headly).

When Batman (West) and Robin (Ward) get a tip that Commodore Schmidlapp (Reginald Denny) is in danger aboard his yacht, they launch a rescue mission using the batcopter. As Batman descends on the bat-ladder to land on the yacht it suddenly vanishes beneath him. He rises out of the sea with a shark attacking his leg. After Batman dislodges it with bat-shark repellant, the shark explodes. Batman and Robin head back to Commissioner Gordon's office, where they deduce that the tip was a set-up by the United Underworld, a gathering of four of the most powerful villains in Gotham City (Joker, Penguin, Riddler and Catwoman).

Con artist Marcus Pendleton has just been released from prison for embezzlement. He has emerged into a world increasingly reliant on computers. The film is a morality play in the guise of an action/comedy. It deals harshly (though not in an obvious way) with issues of racial bigotry, corporate connivance and greed, American beliefs of societal "superiority" and hypocrisy (i.e., the Boston shipping company considers carrying rum to be immoral, so they euphemistically refer to it as "West Indies goods"). Otherwise, Donovan's Reef is a light-hearted movie made in a period conforming, formulaic and sweetly naive manner (see "Critical Reception", below).
