In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. To mark this occasion, she has a colossal Buddha figure built overlooking her palace. However, an official inspecting the Buddha's progress mysteriously erupts into flames. Penal officer Pei Donglai and his superior investigate and interrogates the supervising builder, a man named Shatuo, who was formerly imprisoned after he took part in a rebellion eight years ago. They find nothing, however, and Pei's superior dies soon after in the same manner as the official.

In 1974, during the final days of the Vietnam War, Mark Lee (Chow Yun-Fat) arrives in Saigon, intending to bring his uncle Ten (Shih Kien) and cousin Cheung Chi-Mun (Tony Leung Ka-Fai) back to Hong Kong with him. Just after arriving at the airport, Mark is confined by corrupt security guards who strip and attempt to rob him, but he is saved by a mysterious woman named Kit (Anita Mui), who seems to have some measure of influence.

After the Japanese surrender following World War II, the People's Liberation Army must retake areas overrun by bandits who have raided the Japanese arsenals. Shao Jianbo, known by his codename Captain 203 after his unit, commands a group of 30 men. They are out of food and low on ammunition. One of their problems is resolved when they defeat a group of bandits dressed as the PLA who are guarding stores of ammunition. Reinforcements arrive via train in the form of Yang Zirong and Bai Ru, a combat medic, who are warmly greeted when they bring food. Captain 203 leads his men to the village raided by the bandits. Along the way, they meet a young boy who lost his family to bandit attacks. Though he initially distrusts the PLA soldiers, he warms to them after they rescue him from a bandit spy in the village.

Un haut fonctionnaire de la cour impériale rentre pour annoncer à sa femme qu'il compte marier leur fille unique, Chu Ying-tai, à un des héritiers de la famille Ma. On one evening, Hong Kong's largest gang, the Hero Gang, uses an armed robot named Pioneer I to rob a bank and the police was unable to stop it. Two snake spirits have been training for many centuries to take human form and experience the love, freedom and wisdom that is supposedly only available to humans.
