The story revolves around Joseph Alex I.A.S (Mammootty) and Bharathchandran IPS (Suresh Gopi). A Pakistan military group under Maj. Abu Jalal Rana trespasses Indian waters, targeting New Delhi. The plan, however, is intercepted by Dr. Emma John of Intelligence Wing as she informs it to her senior Padmabhushan Dr. Sudarshan (Nedumudi Venu). Before they can tell the home minister, however, they are killed by two cops, who is joined by a senior police officer, Shankar Ramdas (Devan). Unbeknownst to them, Imran, a photo journalist manages to take pictures of the scene onto his camera. Meanwhile, Kishore Balakrishnan (Vijay Menon), the senior analyst at the agency, sets off to see Swami Chandramoulishwar (Saikumar) at his ashram demanding for the information he passed before. However, Swami was able to suffocate him before pushing him into the Yamuna river. The next day, the bodies of Kishore, Dr. Sudarshan, and Dr. Emma are all found in the river. Major Mahadevan (Mohanlal) is an officer deputed to the National Security Guards (NSG). He has been assigned to counter-terrorism duties in Kashmir and commands an elite group of NSG commandos. He calls back his buddy Havildar Jaikumar (Jiiva) from his honeymoon because he has information about major activities of the militants; he feels Jaikumar is needed for the team. The commandos raid a mosque in civilian dress and seize a big collection of arms and explosives. Later, during an operation focused on some cottages near the Dal Lake, a commando in the team is killed and an outraged Jaikumar shoots down a captured terrorist who challenges the commandos. The film opens with two bandits breaking into a railroad telegraph office, where they force the operator at gunpoint to have a train stopped and to transmit orders for the engineer orders to fill the locomotive's tender at the station's water tank. They then knock operator out and tie him up. As the train stops it is boarded by the bandits—now four. Two bandits enter an express car, kill a messenger and open a box of valuables with dynamite; the others kill the fireman and force the engineer to halt the train and disconnect the locomotive. The bandits then force the passengers off the train and rifle them for their belongings. One passenger tries to escape, but is instantly shot down.
