Synopsis

Off the coast of Alaska, oceanographer Emma MacNeil (Deborah Gibson) is studying the migration patterns of whales aboard an experimental submarine she took without permission from her employer. Meanwhile, a military helicopter drops experimental sonar transmitters into the water, causing a pod of whales to go out of control and start ramming a nearby glacier. In the chaos, the helicopter crashes into the glacier, and the combined damage breaks the glacier open, thawing two hibernating, prehistoric creatures. MacNeil narrowly avoids destruction as, unknown to her, a giant shark and octopus are freed. Some time later, a drilling platform off the coast of Japan is attacked by the octopus, which has tentacles large enough to wrap around the entire structure. After returning to Point Dume, California, MacNeil investigates the corpse of a beached whale covered with many bloody wounds. Her employer Dick Richie (Mark Hengst) believes them to be from a tanker propeller, but MacNeil insists they appear to be from a creature. Later, she extracts what appears to be a shark’s tooth from one of the wounds. Elsewhere, the huge shark leaps tens of thousands of feet into the air from the ocean and attacks a commercial aircraft, forcing it to crash into the water.

When the Japanese freighter Eiko-maru is destroyed near Odo Island, the Bingo-maru is sent to investigate, only to meet the same fate with few survivors. A fishing boat from Odo is also destroyed, with one survivor. Fishing catches mysteriously drop to zero, blamed by an elder on the ancient sea creature known as "Godzilla". Reporters arrive on Odo Island to further investigate. A villager tells one of the reporters that "something large is going crazy down there" ruining the fishing. That evening, a ritual dance to appease Godzilla is held during which the reporter learns that the locals used to sacrifice young girls. That night, a large storm strikes the island, destroying the reporters' helicopter, and an unseen force destroys 17 homes, kills nine persons and 20 of the villagers' livestock.

Une créature géante se manifeste dans la baie de Tokyo, avant de faire surface et de terroriser la ville. Le cabinet ministériel se réunit d'urgence, mais le Premier Ministre est incapable de prendre une décision. Plus tard, elle évolue et revient sous une forme encore plus monstrueuse, réduisant Tokyo en poussière. Devant l'ampleur de la menace, les États-Unis décident d'utiliser l'arme nucléaire sur le Japon si ce dernier échoue à éradiquer la menace, réveillant le spectre des bombardements d'Hiroshima et de Nagasaki. Une équipe de chercheurs se regroupe alors en marge des décisions du Cabinet pour déterminer comment éliminer le monstre, surnommé "Godzilla". La France et l'Allemagne finiront par s'en mêler à leur tours.

In 1999, 45 years after Godzilla's first attack, Lieutenant Akane Yashiro, a mazer-cannon technician, is unable to kill a new member of Godzilla's species during her first fight. She is made a scapegoat for the military's losses during the battle and transferred to a desk job. During the battle, it was discovered that Godzilla is immune to mazer fire, rendering all of the Japanese military useless against it should it return. Scientists, including single father Tokumitsu Yuhara, are gathered to build a bio-mechanical robot from the original Godzilla's skeleton. Four years later, the cyborg Mechagodzilla, named Kiryu, is finished and inducted into the Japan Self-Defense Forces along with its human pilots as the Kiryu Squadron. Akane becomes the main pilot for Kiryu. However, memories of Akane's actions during the original fight still linger, and one of her squadron mates, Second Lieutenant Susumu Hayama holds her responsible for the death of his brother.

In Mexico at the turn of the 20th century, a beautiful cowgirl named T.J. Breckenridge (Gila Golan) hosts a struggling rodeo. Her former lover Tuck Kirby (James Franciscus), a heroic former stuntman working for Buffalo Bill's Wild West Show, wants to buy her out. Along the way, he is followed by a Mexican boy named Lope (Curtis Arden), who intends to join the rodeo on a quest for fame and fortune. T.J. is not interested in Tuck because of this, but Tuck is still attracted to T.J., especially when T.J. jumps off a diving board on her horse. In 1954, a nuclear bomb is detonated at the moment a giant creature emerges from the ocean. In 1999, Project Monarch scientists Ishiro Serizawa and Vivienne Graham investigate a colossal skeleton unearthed in a collapsed mine in the Philippines. They find two spores; one dormant and one hatched that made a trail into the sea. In Japan, the Janjira Nuclear Power Plant experiences unusual seismic activity and Supervisor Joe Brody sends his wife Sandra and a team of technicians into the reactor. A tremor breaches the reactor, leaving Sandra and her team unable to escape while the plant collapses.

A North African dinosaur, related to the crocodile, is found which could grow up to fifty feet long. Dr. Campbell (Bruce Weitz) uses its DNA to create two hybrids of it with a modern-day crocodile at Paula Kennedy's Genetic Research Co. (Gereco) lab. One creature kills Dr. Campbell's assistant and the other creature before escaping. This information is kept from Sheriff Harper (Napier) by Kennedy, stating the dead creature killed Campbell's assistant. His daughter, county dog catcher Diane Harper, helps her ex welding artist, Tom Banning, and his 12-year-old brother Michael (Jake Thomas) find their three legged dog, Lucky, who was lost a few days earlier.

During a meeting of the Japan Self-Defense Forces (JSDF) for the potential return of Godzilla, Admiral Taizo Tachibana briefs cadets about Godzilla's first attack. A nuclear submarine is reported missing, which is later found to have been destroyed by Godzilla. Tachibana's daughter, Yuri Tachibana films a docudrama with her crew at Mt. In the aftermath of Godzilla's attack on Tokyo and his later imprisonment at Mt. Mihara. a team of scientists discovers cells left in the rubble by the monster and collects them. A group of American militants takes a sample of their own. They attempt to escape with them, but are killed by a lone assassin codenamed SSS9, who steals the sample and departs. He boards a cruise liner and heads to the Republic of Saradia to deliver the cells to the Saradia Institute of Technology and Science. The president of the institute wants to use the cells to merge with genetically modified plants, hoping to transform Saradia's deserts to vast greenery and end the country's dependence on oil wells for wealth. Dr. Genshiro Shiragami and his daughter, Erika, are enlisted to aid with the ambitious project. However, a terrorist bombing destroys the institute's laboratory, ruining the cells and killing Erika.
