Written and directed by Jean Beaudin based on the crime novel of the same name by Chrystine Brouillet, the film stars Maude Guérin as Maude Graham, a police detective trying to track down a serial killer (Luc Picard) while simultaneously sheltering two homeless teenagers, a 16 year old hustler (Lawrence Arcouette) and a 12 year old runaway (Charles-André Bourassa).
The film garnered several Genie Award and Jutra Award nominations in 2003. Picard won the Jutra for Best Supporting Actor.

Opening from his point of view, a murderer looks around the city of Amsterdam at night through the canals the city is famous for. He sneaks into a Chinese restaurant's backdoor and steals a butcher knife while the cooks weren't looking. The killer finds his first victim in a local prostitute, who after refusing advances from a cab driver, gets thrown out of the cab. A baglady watches from a distance as the killer plunges the knife into the hooker and drags her back into the water. The next morning, a tour boat on the canal collides with the body of the prostitute, who has been hung on one of the small bridges. As the tourists scream, the body drags on the top of the boat until an opening shows her bloodied body and face.

After refusing a request from frisky customer named Buck (Robert Englund), naive prostitute Clara Wood (Roberta Collins) is evicted from the town brothel by the madam, Miss Hattie (Carolyn Jones). Clara makes her way to a decrepit hotel, called the Starlight Hotel, located deep in a swamp, where she encounters the middled-aged, mentally disturbed proprietor Judd (Neville Brand) and his pet Nile crocodile in the swamp beside the porch. Upon realizing Clara was a prostitute, the sexualy frustrated Judd attacks her while ranting and raving. When Clare fights back, Judd stabs her with a garden rake and feeds her dead body to the crocodile.

Jon Lansdale is finishing up a famous work of his called "Mandro", a Prince Valiant/Conan The Barbarian type of character. (In the film the actual "Mandro" artwork was drawn by real life Marvel Comics Conan artist Barry Windsor-Smith.) Lansdale is married to a beautiful woman named Anne (Andrea Marcovicci) and they have a child named Lizzie (played by Mara Hobel). While they are driving, Anne and Lansdale end up behind a slow-moving truck and an impatient driver behind them. In the heat of argument, Anne, who is driving, gets distracted and pulls out from behind the truck. Another truck comes up in the other lane. Anne attempts to get back behind the other truck but the impatient driver has pulled up too far. Lansdale waves his hand to the impatient driver to move back, and when she does not and Anne has to slam on the brakes, his hand is caught behind the truck, which also stops. The hand is severed completely in a bloody, violent scene. Anne attempts to find the severed hand but it is too late.

On October 31, 1978, picking up immediately after the events of the first film, Laurie Strode (Jamie Lee Curtis) is rushed to the hospital after being attacked by Michael Myers (Dick Warlock), who disappeared after being shot six times and falling from a second story balcony. Dr. Loomis (Donald Pleasence) attempts to track down Michael. After escaping, Michael steals a butcher knife from the house of an elderly couple and kills the next door neighbor, who came outside to investigate the neighbor's scream. He later learns of Laurie's location from a radio broadcast and makes his way to Haddonfield Memorial Hospital. Laurie begins having flashbacks of being adopted by the Strodes and visiting a boy in a mental institution. However, her sedation leaves her in a semi-conscious state most of the time. Paramedic Jimmy (Lance Guest) begins to develop romantic feelings for Laurie, despite the chagrin of the head nurse Mrs. Alves (Gloria Gifford), who is trying to get Laurie to rest comfortably. Dr. Loomis and Sheriff Brackett (Charles Cyphers) continue to search for Michael, only for an oncoming speeding police car to accidentally hit and kill Bennett Tramer (who was wearing a mask similar to Michael's) in the process.

The film opens on truck driver Patrick Quid (Stacy Keach) as he pulls into a motel for the night. Quid notices a man in a green van checking in with a female hitchhiker he had passed earlier because the trucking company policy forbids it. Nevertheless, Quid is miffed at the man for taking the last room in the motel and picking up the attractive hitcher. In the motel, the hitcher strums a guitar naked on the bed, while the unidentified man unpacks a new guitar string. He winds the string around his gloved hands and uses it to strangle the woman.

While in post-production on a low-budget exploitation film, Philadelphia sound technician Jack Terry (Travolta) is told by his producer that he needs a more realistic sounding scream and better wind effects.
