Montgomery "Monty" Capuletti (Rodney Dangerfield) is a hard-living, heavy-drinking, pot-smoking, gambling family man who makes his living as a baby photographer in New Dorp, Staten Island. He loves his wife Rose (Candy Azzara) but has a very tense relationship with his wealthy, snobbish mother-in-law, Mrs. Monahan (Geraldine Fitzgerald), who runs a successful department store chain and hates the way Monty acts and lives (the film lightly touches on ethnic rivalry---Dangerfield's character is a stereotype of Italians often invoked by the Irish, while his wife's family represent the more puritanical, staid lace curtain Irish stereotypes).

He lives at home with his doting mother (Morgana King) and has a job as a bicycle delivery man for Angelo (Joe Spinell), the neighborhood grocer, which Angelo provides as a favor for Nunzio's brother Jamesie (James Andronica). Nunzio is fixated on elements of superhero stories; he wears sweatshirts that he has emblazoned with a shield and a capital "N" in the style of Superman's shield, along with a cape, and often walks and jumps across his neighborhood's rooftops, stopping short of actually trying to fly. Younger children enjoy his company, particularly Georgie (Glenn Scarpelli), whom he suggests will one day have to take his place as neighborhood do-gooder. However, he is also constantly bullied by a gang of youths, led by JoJo (Vincent Russo), who enjoy ridiculing his dress and taking advantage of his diminished faculties.

The recent depletion of the Earth's ozone layer causes the sun to shine powerful ultraviolet light carrying some kind of solar radiation that somehow causes all animals above the altitude of 5,000 feet to run amok and kill, which is very unfortunate for a group of hikers (including Christopher George, Lynda Day George, and Leslie Nielsen) who get dropped off up there by helicopter just before a quarantine is announced for all the surrounding towns. This has a dramatic effect on the rest of the nation, turning common household pets and pests into vicious attackers.

The film starts out in live action, introducing the protagonist Michael Corleone, a 24-year-old virgin playing pinball in New York City. The scene then transitions into animation. New York has a diseased, rotten, tough, and violent atmosphere. Michael's Italian father, Angelo "Angie" Corleone, is a struggling mafioso who frequently cheats on Michael's Jewish mother, Ida. The couple constantly bicker and try to kill each other. Michael ambles through a catalog of freaks, greasers, and dopers. Unemployed, he dabbles with cartoons, artistically feeding off the grubbiness of his environment. He regularly hangs out at a local bar where he gets free drinks from the female black bartender, Carole, in exchange for sketches of the somewhat annoying Shorty, Carole's violent, legless bouncer devotee. One of the regular customers at the bar named Snowflake, a nymphomaniac transvestite, gets beaten up by a tough drunk who has only just realized that Snowflake is a man in drag and not a beautiful woman. Shorty throws the drunk out and the bar's white manager abusively confronts Carole over this. Fed up with her manager, Carole quits.
