Fourteen-year-old Maria Antonia Josephina Johanna Habsburg (Kirsten Dunst) is the beautiful, charming, and naive archduchess of Austria, youngest of Empress Maria Theresa's (Marianne Faithfull) daughters. In 1770, the only one left unmarried among her sisters, she is sent by her mother to marry the Dauphin of France, the future Louis XVI of France (Jason Schwartzman), to seal an alliance between the two rival countries. Marie Antoinette travels to France, relinquishing all connections with her home country, including her pet Pug "Mops", and meets the King Louis XV of France (Rip Torn) and her future husband, Louis Auguste. The two arrive at the Palace of Versailles, which was built by the King's great-grandfather. They are married at once, and are encouraged to produce an heir to the throne as soon as possible; but the next day it is reported to the king that "nothing happened" on the wedding night.

In 1977, Golda Meir returns to her old school in Milwaukee, Wisconsin where she tells the students her life story. She recounts her early years in Russia, and how her family emigrated to America to avoid the persecution of Jews throughout Europe. As a young woman, Golda dreams of fighting for a country for all Jews of the world. She marries Morris Meyerson, and they eventually move to Palestine to work in a kibbutz, although they soon end up leaving, much to Golda's disappointment. They move to Jerusalem and have two children, but Golda's tremendous ambition soon drives her and Morris apart, although they remain married until his death in 1951.

Joan (Judy Davis) is a young Australian communist who goes to the Soviet Union as part of a work study program in the 1950s. There she catches the eye of Soviet dictator Joseph Stalin (F. Murray Abraham) and the two sleep together just before Stalin dies. Returning to Australia, Joan discovers she is pregnant and gives birth to Stalin's love child, whom she names Joe (Richard Roxburgh). Her son has a troubled upbringing, rebelling against both his mother's left wing politics and Australian society in general. He spends time in jail where he learns about Stalin's crimes from a fellow inmate. Upon release marries Anna (Rachel Griffiths) a police officer who had arrested him. She is the child of Ukrainian refugees who fled to Australia to escape Stalin's purges. Pledging to go on the straight and narrow, Joe rises to become the head of Australia's police union and seizes more and more political power. Anna learns of Joe's true parentage, but keeps this secret from Joe out of love and a conviction that she cannot truly know for certain. The secret eats at their relationship and Joe resents the secrecy when it is revealed.

His best friend and superior, Director General Benedict Baron (Michael Gambon), summons Johnny to a meeting with MI5 agent Jill Tankard (Judy Davis) and Home Secretary Anthea Catcheside (Saskia Reeves) regarding a potentially explosive report. Celia Crowson (Roc) and her family go on holiday to the south coast of England in the summer of 1939. Soon afterwards the Second World War breaks out and Celia's father (Moore Marriott) joins what was to become the Home Guard and her more confident sister Phyllis (Joy Shelton) joins the Auxiliary Territorial Service. Fearing her father's disapproval if she moves away from home, Celia hesitates about joining up but eventually her call-up papers arrive. Hoping to join the WAAF or one of the other services, Celia instead gets posted to a factory making aircraft components, where she meets her co-workers, including her Welsh room-mate Gwen Price (Megs Jenkins) and the vain upper middle class Jennifer Knowles (Anne Crawford). Knowles dislikes the work they have to do at the factory, causing friction with their supervisor Charlie Forbes (Eric Portman) which eventually blossoms into a verbally combative romance.
