Fourteen-year-old Maria Antonia Josephina Johanna Habsburg (Kirsten Dunst) is the beautiful, charming, and naive archduchess of Austria, youngest of Empress Maria Theresa's (Marianne Faithfull) daughters. Marie Antoinette travels to France, relinquishing all connections with her home country, including her pet Pug "Mops", and meets the King Louis XV of France (Rip Torn) and her future husband, Louis Auguste. The two arrive at the Palace of Versailles, which was built by the King's great-grandfather. They are married at once, and are encouraged to produce an heir to the throne as soon as possible; but the next day it is reported to the king that "nothing happened" on the wedding night.

Joan (Judy Davis) is a young Australian communist who goes to the Soviet Union as part of a work study program in the 1950s. There she catches the eye of Soviet dictator Joseph Stalin (F. Pledging to go on the straight and narrow, Joe rises to become the head of Australia's police union and seizes more and more political power. Anna learns of Joe's true parentage, but keeps this secret from Joe out of love and a conviction that she cannot truly know for certain. The secret eats at their relationship and Joe resents the secrecy when it is revealed.

In 1977, Golda Meir returns to her old school in Milwaukee, Wisconsin where she tells the students her life story. She recounts her early years in Russia, and how her family emigrated to America to avoid the persecution of Jews throughout Europe. As a young woman, Golda dreams of fighting for a country for all Jews of the world. She marries Morris Meyerson, and they eventually move to Palestine to work in a kibbutz, although they soon end up leaving, much to Golda's disappointment. They move to Jerusalem and have two children, but Golda's tremendous ambition soon drives her and Morris apart, although they remain married until his death in 1951.
