Following the mysterious disappearance of an oil rig and a reconnaissance mini-submarine in the Gulf of Mexico, scientist Dr. Margaret Adams (Nicole Dickson) initiates the Armada Program, which consists of giant robots designed for deep sea rescue. The three robots—piloted by Red (David Chokachi), Tracy (Jackie Moore) and Jim (Treach)—dive nearly 800 fathoms to the sea bed, where they not only discover the mangled remains of the oil rig, but encounter the monster that brought it down. Red pursues the monster against orders from Admiral Hadley (Graham Greene), prompting the Admiral to order every naval fleet on the East Coast to converge to the oil rig's site. Red emerges on a beach to warn the bystanders to leave the premises for their safety when he is suddenly attacked from behind by the monster as their fight takes its toll on the city. An F-18 Hornet piloted by Spitfire (Jared Cohn) assists Red in taking the monster down. Red, however, is arrested for disobeying a direct order. He is locked in solitary confinement until he is briefly released by Adm. Hadley and later given a medal of honor for his heroic actions before serving the rest of his confinement.

In his hidden laboratory deep in Russia, Dr. Karl Zimmer (Symonds) has invented the Mandroid, a humanoid robot which follows the motions of a man in a special control suit. He has offered the invention to the USA, who have sent Smith and Wait from the CIA for inspection. The cyborg Gabriel was created to destroy all other cyborgs. He later rescues Nea by killing the cyborg Simon. Gabriel trains Nea to become a cyborg killer and help him. They continue to kill cyborgs until Gabriel is torn in half by one of his targets and taken to the cyborg camp. Nea follows Jacob and challenges the cyborg leader Job to a fight. Finding Gabriel she straps him to her back and they battle cyborgs until Gabriel can attach a dead cyborg's legs to himself. They pursue Job, but before they can catch him the Master Builder captures Nea's brother, taking him to Cyborg City. During a battle Job tells Gabriel that the cyborg population can't be stopped. Job dies moments later. Gabriel and Nea ride off in search of her brother.

In the near future (2018), a prisoner named Dante (William Miller) escapes from jail after having been arrested for illegally entering Spain. Forced to kill a prison guard, he is hunted down by the prison's dog, a monstrous Rottweiler police dog that sadistic prison warden Kufard (Paul Naschy) had revived and cybernetically enhanced after a fatal injury. Believing his Spanish girlfriend Ula (Irene Montala) was sent to work as a prostitute in Puerto Angel as punishment, Dante looks for her, but is exhausted by the chase and wounded by the Rottweiller. As a result, he starts having hallucinations and being haunted by the repressed memories of his and Ula's arrest. As he reaches Puerto Angel and can't find her at the brothel, he finally remembers that Ula got killed when Kufard let his dog loose on her, which led Dante to shoot the dog, which was then turned into a cyborg. Dante kills Kufard as the Rottweiler catches up with him, and they fight to the death among the burning remains of Kufard's helicopter. The morning after, firemen find the skeletons of Dante, Ula and the Rottweiler on the beach.
