Elaan is a declaration of war against the reign of terror unleashed by the ganglords. The story revolves around an upright and principled Police Officer, A.C.P. Ramakant Chaudhary whose eldest son Vikas is killed in a pre-planned accident. But the A.C.P. is unable to nab the culprits for want of valid evidence. Consequently, the A.C.P., his wife Revati and younger son Vishal are griefstricken over the loss of young Vikas. While the atmosphere in the city is already vitiated by the atrocities of ganglords Baba Khan and Manna Shetty who enjoy the support of some unscrupulous police personnel, the A.C.P. vows to make the ruthless gangsters bite the dust, without taking the law in his own hands. On the other hand, Vishal an angry young man, cannot stand this injustice since the police had failed to arrest his brother's killers, and he silently resents his A.C.P father's inaction in dealing with the culprits. The ideologies of the father and son clash – which lead to a conflict between a dutiful father and a reckless son. The only one who understands the agony of Vishal is Mohini, the daughter of head constable Devkinandan Sharma. The day comes when Vishal confronts Baba Khan and Manna Shetty which leads to tension and gory situation for the A.C.P., as the ganglords threaten to eliminate the A.C.P. as well as his wife Revati and son Vishal.

Inspector Suryadev Singh (Amrish Puri) is an honest and efficient cop in the city. He has a granddaughter Kajal (Twinkle Khanna), whom he has brought up after her parents were poisoned by his enemies, and whom he values more than his life. But Suryadev’s cousin Vishambar (Suresh Oberoi) is plotting the complete ruin of Suryadev, along with his wife and his brother in law Bhanwari (Shakti Kapoor) because Vishambar’s deceased father gives all his share of property, including a village Sundernagar, to Suryadev as Vishambar has married someone against his wishes. So Vishambar plans to kill Kajal, as then his revenge will be complete, and the property will fall into his hands since there would be no one to inherit it from Suryadev, which his son Nagendra can inherit. For this purpose, Vishambar hires Karan (Ajay Devgan).

Baadshah (Shahrukh Rukh Khan) is a young man still living with his mother who wishes to follow in his late father's footsteps by working as a detective. News Reporter Payal (Twinkle Khanna) and her camera-man have been assigned the task of interviewing the world's highest ranking criminal don, Devraj (Akshay Kumar), which they accept. In the process, Payal and Devraj fall in love with each other,much to the opposition of Bismillah (Mukesh Khanna), Devraj's guardian on one hand; and Police Inspector Amit (Rajat Bedi), and Payal's brother Ravi (Vivek Shauq) on the other. What results is that Ravi is killed with Devraj being blamed and arrested. Payal tesitifies against him, and Devraj is sentenced to be hanged. When Bismillah finds about this plot, he tracks them down, but Amit kills him to save himself and Payal. But Devraj escapes from custody, and begins to plot vengeance against his enemies, including Payal, as well as the real killer of Ravi. As the story unfolds, it is revealed that Amit was the one who killed Ravi and joined Thakral to frame Devraj for it. But Amit betrays Thakral and kills him. He then takes Payal on a flight where Devraj tracks him down and kills him. The story ends with Payal and Devraj getting married.

The story revolves around a sensitive young adult named Karan (Tusshar), who frequently skips college. Despite his poor academic performance, he displays other talents. He is clever, an excellent musician, and plays in a band. His father constantly expresses his disappointment in him which often leads to Karan having outbursts of frustration and anger. One day in a deserted street, he lays eyes on Pooja (Kareena Kapoor) for the first time and falls in love with her. Following this brief acquaintance, he looks all over for her, but fails to find her. He slowly begins to lose hope in his quest, stops playing music and decides to move to another city with his uncle. While on his way there, his car breaks down, and he is forced to hitch a ride. To his amazement, he finds Pooja in the driver's seat. As they introduce themselves, an accident occurs when a truck collides with their car, which subsequently falls into a valley. Karan and Pooja find themselves hanging from a cliff, and even though Karan manages to haul Pooja back up the steep cliff, he loses his grip and falls into the ravine.
