In the 2050s, extensive ecological damage has resulted in largely lawless areas that are controlled by mutant raiders. Harry Stark, an ex-cop who now works as a bounty hunter in the wastelands, saves a woman from mutant outlaws. After she pulls a knife on him, he knocks her unconscious and brings her back to town for her bounty. Captain Raymond, Stark's former commanding officer, tells him that the woman, Reno, must be brought to Neon City to collect his payment. Raymond requests that Stark ride shotgun on a transport that is going to Neon City, but he refuses. When Stark's truck blows up, Raymond claims it to be an act of terrorism by mutants. Stark attacks Raymond, only to be knocked unconscious and placed on the transport with Reno.

In response to the attacks on September 11, 2001, the FAA orders all planes out of the air. American and Canadian air traffic controllers face a difficult situation: how to safely re-route and land 6,500 planes carrying close to a million people. For individual air traffic controllers, the work is chaotic, intense, and deceptively simple: pick a new route for each flight; radio instructions to turn; listen for pilot confirmation; hold traffic to keep airways from overcrowding. From Cleveland, Ohio to Gander, Newfoundland and Labrador, controllers on September 11 searched for alternate airports to land large jets as their traumatized colleagues return from breaktime having watched the attacks on TV.

Two guys on dirt bikes are riding on the beach, but are then attacked by a predator in the sand. Meanwhile Jimmy Green (Corin Nemic) the son of the Mayor (Edgar Allan Poe IV) of the small island town of White Sands returns home to throw a party. At the same time the local sheriff John Stone (Eric Scott Woods) is investigating the deaths of the men from earlier believing it to be a murder. Years prior to the events John's wife and child along with 13 other people were murdered in a shark fling at a party Jimmy threw and doesn't believe they are dealing with it again. John's sister, Deputy Brenda Stone (Vanessa Evigan), contacts a shark expert against her brothers wishes. A couple is devoured by a sand shark and on the other side of the beach as Jimmy is preparing for a layout with Willie (Delpaneaux Wills), Erin (Hilary Cruz) and Amanda Gore (Gina Holden) is confronted by John and Brenda (the latter had a previous fling with Jimmy and is not happy to see him). Just then a couple having fun on the beach are both attacked by a sand shark causing panic. At a town meaning the locals can't afford to have the beaches closed as the town is already in a financial crisis. A man named Angus McSorely (Robert Pike Daniel) tells them they are dealing with actual sand sharks that can swim through sand and offers to take care of them for the town but is written off as crazy. Sandy Powers (Brooke Hogan), the shark expert Brenda called, was watching the meeting and has a talk with John while examining a shark tooth. At night two men are being stalked by a sand shark while on their raft in the water they tried to escape but the shark got them on land. Fearing his party may be cancelled Jimmy calls someone to bring an already dead shark but because the tooth found does not match the dead shark the beached stayed closed. After a power outage caused by the shark Brenda arrests Jimmy and we learn of their relationship from before the film's events. They spot John on the beach with three guys at gun point as one of them brought a fake shark to fool him into keeping the beaches open. After seeing a dorsal fin moving in the sand they all realize the old man was right. Sparky (Jack Kennedy) who brought the fake shark does not hear the others telling him to get off the sand as he was trying to get the power back on and is killed by the shark who ultimately dies after chopping on the electrical cable causing it to explode and turn to glass. With the threat gone the beaches are reopen and the party is back on. However the tooth found earlier is only a baby tooth and Sandy believes the dead shark's mother is out there looking for its baby. With the party underway it is revealed there are more sand sharks as both Amanda and Willie are killed by one. More sand sharks appear and start killing the party goers and Brenda is also killed trying to get people off the beach. John and Sandy are stuck on rocks where the sharks can't get to them and the sharks attack the docks with few casualties as Angus shows up to get people out of there. With the ferry not showing up for another day Jimmy, John, Angus and Sandy take one final stand against the sand sharks using Jimmy's speakers, napalm and Angus' homemade flamethrower. Unfortunately the music stops and Jimmy goes to fix the speakers but the wire is torn and the sand sharks swarm Jimmy who sacrifices himself so the sharks stay in one place as Angus encases them all in glass. With the sand sharks now encased in glass the threat appears to be gone, but a large dorsal fin can be seen moving in the sand in the cliff above. The mother of the sand sharks bursts through the side and eats Angus. Trapped in Angus' hut John and Sandy make one last effort to kill the mother by tossing a flamethrower full of napalm into her mouth as they escape the hut the flamethrower explodes in the sharks mouth destroyer and the hut at the same time. Back at the trailer where Erin was hiding after a shark killed Willie in front of her is talking to someone who wants to throw a beach party is killed by the same shark who ate Willie as it was waiting for her the entire time hinting that the threat is not over.

In France, the CEO of a chemical company looks to cheaply dispose of their plant's chemical waste. He and his secretary come up with the idea to dump it illegally. When the secretary contaminates a milk tanker, it causes several deaths in the town. The toxic waste, illegally dumped in a nearby graveyard, then causes the recently dead townspeople to rise as ravenous zombies, who seek revenge on the unscrupulous company and its employees.

The Oumi Kingdom, ruled peacefully by Lord Ogata (Shinichiro Hayashi), was raided by his corrupt general Daijo Yuki (Bin Amatsu), who is assisted by an evil ninja named Orochimaru (Ryūtarō Ōtomo), who slays the lord and his wife, who in turn trust their young son Ikazuchi-Maru to their soldiers, who escape the kingdom in a small boat. Orochimaru goes after them, transforming into a giant serpent. He sinks the boat and almost succeeds in killing Ikazuchi-Maru, until a giant eagle flies along, injures Orochimaru, and saves the young boy.

In the Middle East, a bomb is set off that creates massive earthquakes. Meanwhile, in South Korea, a young couple is about to get married and the tension builds when South Korea sends a manned space capsule to investigate the bomb site. The earthquake makes its way to South Korea, caused by a giant monster named Yongary (inspired by a mythical creature in Korean lore). Yongary attacks Seoul and makes his way to the oil refineries where he consumes the oil. A child related to the aforementioned couple turns off the refineries' oil basins; Yonggary, enraged, starts attacking until a chemical explosion at the refinery proves to have an effect on it. The Korean Government then uses oil to draw Yonggary on a local river, and kills it with a refined version of the ammonia compound.

Concerned about the terrible state of the environment, dozens of animals gather for a meeting in Jellystone Park, chaired by Yogi Bear. They decide to leave their homes and search for "the perfect place"; i.e., a place free of pollution, deforestation, and other forms of mankind's despoilment. Jellystone handyman Noah Smitty helps them build a flying ship (which looks like Noah's Ark with a propeller on top) for their journey, and they decide to name it after him. Because "Smitty's Houseboat" is too long to paint on the bow, they name it "Noah's Ark." With Noah at the helm, they travel to places around the world searching for "the perfect place." They start by driving down the highway into the ocean, where they soon end up on the back of a sleeping Moby Dick. Huckleberry Hound is sent down to wake him. They then end up in the Sahara Desert which they originally mistake for a beach. The desert sun causes Yogi to hallucinate and believe he's King Tut until Boo Boo and Noah Smitty arrive. Some moments later, So So spots an oasis. As Yogi and crew settle down to make themselves at home, Lambsy spots a "dragon" which turns out to be a construction vehicle developing a new city. Yogi and the crew then take their leave of the area.

While reviewing pictures of the planet Jupiter, astronomer Jennifer Dreiser (Joanna Miles) discovers a new comet streaking through space. The joy of finding the comet is short-lived, however, when it is determined that it may hit the Earth in just eight days. Dreiser is summoned to see the President (Andrew Duggan) at his vacation home, along with a number of other experts, to discuss the situation. Astronomer Jason Voight (Richard Crenna), a specialist in near-Earth objects, shocks the group by telling them that the comet will hit within 50 miles of Phoenix. Voight urges the President to order an evacuation of Phoenix and the surrounding area, but the President ultimately leaves that decision in the hands of Arizona's governor, Michael Ritchie (Nicolas Coster). The President does order the MIRV nosecone of a Minuteman ICBM be launched into space aboard a Titan-Centaur rocket, so that an attempt can be made at destroying the comet.
