In the 2050s, extensive ecological damage has resulted in largely lawless areas that are controlled by mutant raiders. Harry Stark, an ex-cop who now works as a bounty hunter in the wastelands, saves a woman from mutant outlaws. After she pulls a knife on him, he knocks her unconscious and brings her back to town for her bounty. Captain Raymond, Stark's former commanding officer, tells him that the woman, Reno, must be brought to Neon City to collect his payment. Raymond requests that Stark ride shotgun on a transport that is going to Neon City, but he refuses. When Stark's truck blows up, Raymond claims it to be an act of terrorism by mutants. Stark attacks Raymond, only to be knocked unconscious and placed on the transport with Reno.

Four men stand staring one another down before a shootout. In a flashback one of the gunslingers, The Nomad, shows he shot a man in the Badlands named Milton while he is describing a vision of paradise just beyond the dunes. The Nomad loots through Milton's remains before camping for the night. That night the Nomad dreams of the preacher who sent him into the desert to protect a mysterious city, reminding him to make sure the horse is looked after. The Nomad wakes up realizing that the horse is more important to the mission than he is, and that he was never to see his home again. Rather than kill the next desert intruder, The Nomad conspires with him in faking his own death, which causes the horse to head home, tracked and followed by the Nomad. After the deal is struck, the Nomad goes to stop two more intruders entering the badlands. Now knowing his horse is actually an enemy, The Nomad takes a liking to the two strangers, The Entrepreneur and The Sherpa and chooses to stay with them. After a day of travel and a congenial dinner, they fall sleep around the fire. The Nomad again dreams of the preacher and his warnings. When the Nomad wakes up he finds his horse has vanished. Believing the two new strangers are responsible, he attacks them and ties them up for questioning. He finally realizes the culprit must have been the shady stranger from the day before.

Society breaks down after a virus causes the infected to turn into cannibalistic killers. When Evie's husband John becomes separated from the rest of the group during an attack, the survivors fall back to their emergency shelter. Gary and Evie want to wait for John, as they all agreed they would do in such a circumstance, but Bob becomes increasingly impatient. Citing the realities of the situation, Bob says they must assume John is dead and leave for a more permanent shelter. Although Bob backs down, he later takes the group's car, rifle, and supplies by force. When Gary objects, Bob kills him. Sammy, the group's mechanic, and Marge, Bob's wife, leave with him; Evie stays behind by herself to wait for John.

Following a global economic collapse resulting in a post apocalyptic world, Matti (Kelsey Hutton) and her older sister Joslyn (Eve Kozikowski) are hiding beneath the floor as an armed intruder searches their house. After finding their parents killed, Matti plans on traveling to their grandmother's house, taking a shotgun and five shells she found scattered near her father's body. Maddi uses one shell for target practice before leaving the home. The sisters travel, staying in abandoned places and almost drown crossing a river. Maddi begins having recurrent dreams involving a yellow brick road and other imagery from The Wizard of Oz, whose original book she often reads to her sister.
