A young pizza delivery boy named Keno inadvertently encounters burglars on his route and tries to stop them. Seeing him as a witness, the burglars attack Keno, who proves to be an expert martial artist, but he is soon overwhelmed before the arrival of the Ninja Turtles. They vanish after rescuing Keno, taking the pizza he was delivering and leaving money to pay for it.

Max (Cayden Boyd) is a lonely child in the suburbs of Austin who creates an imaginary world named Planet Drool, where all of his imagination and dreams come to life. He creates two characters; Sharkboy (Taylor Lautner), a young boy who was raised by sharks after losing his father at sea, and Lavagirl (Taylor Dooley), who can produce fire and lava, but has trouble touching objects without setting them alight. The two left Max to guard Planet Drool. In real life, Max's parents (David Arquette and Kristin Davis) have little time for him and their marriage seems to be on the rocks, and he is bullied by fellow schoolmate Linus (Jacob Davich). However, he does receive friendship from Marissa (Sasha Pieterse), the daughter of his teacher Mr. Electricidad (George Lopez, whose name is Spanish for "electricity"). Linus steals Max's Dream Journal (where all of his ideas are kept) and vandalizes it. The next day, a tornado rages outside the school, and moments later, Sharkboy and Lavagirl appear and ask Max to come with them to Planet Drool. They reach Planet Drool via a shark-like spacecraft, where Max learns that the dreamworld is turning bad, courtesy of Mr. Electric (also portrayed by George Lopez), originally the dreamworld's electrician but now corrupted.

Rick Riker (Drake Bell) is an unpopular, outcast student at Empire High School who lives with his Uncle Albert (Leslie Nielsen) and Aunt Lucille (Marion Ross) and has one friend and confidant, Trey (Kevin Hart). His crush is the breathtaking Jill Johnson (Sara Paxton), but she is dating bully Lance Landers (Ryan Hansen). The Power Rangers: Rocky DeSantos, Adam Park, Billy Cranston, Aisha Campbell, Kimberly Hart, and Tommy Oliver, participate with Bulk and Skull in a charity sky dive for the Angel Grove observatory, in anticipation of Ryan's Comet which will pass by in two days. Having waited too long, Bulk and Skull accidentally land in a construction site. They avoid getting into trouble before a giant egg is unearthed from a chamber underground. The evil energy alerts Zordon, an interdimensional wizard and the Rangers' mentor, who warns them of Ivan Ooze: a morphological being bent on the conquest of Earth. Zordon sends the Rangers to return the egg to its chamber, unaware that Lord Zedd and Rita Repulsa have already freed Ivan Ooze and ordered him to destroy Zordon. Ivan leaves the Rangers to face his Oozelings while he lays siege to their Command Center and incapacitates Zordon. Meanwhile, the Rangers morph and dispatch the Oozelings before suddenly losing their powers. Making their way to the Command Center, they find it destroyed and Zordon outside of his time warp, now dying from rapid aging.

The film opens with a slight introduction from the main hero of the film, Underdog who introduces the audience to himself, his arch-nemesis Simon Barsinister, and Barsinister's henchman Cad. The film then enters into Capital City Town Hall, where a beagle on the police bomb squad sets off a false alarm after smelling a large ham (in some boxes near where the mayor was giving a speech). After being shunned by his fellow police canines, the beagle leaves in shame and is abducted off the street by Cad, who takes him to Simon's lab. Simon is bitter against the mayor, who has turned down his proposal for a type of genetic experimenting for the city, and plans to prove him wrong by testing his new serum on the beagle. However, Underdog escapes and runs amok in the lab, causing a fire and accidentally becoming exposed to a variety of DNA concoctions and chemicals that Simon developed, which modifies his DNA and gives him the strength to break through the metal door to the lab. After witnessing his work's "success" Simon is stunned when a burning monitor falls onto him, and Cad rushes to his aid.

A decade after the events of the first film, Dr. Arthur Neuman is giving a tour of the hall of Norse mythology in Edge City Museum. Dr. Neuman mentions that Loki created the mask and unleashed it on Earth, and that those who wear the mask would have the powers of Loki. When Dr. Neuman mentions that Odin punished Loki with imprisonment, the stranger becomes very angry and transforms, revealing himself to be Loki. The tourists panic and flee, but Dr. Neuman stays to argue with the angry god. Loki takes the mask, but realizes it is a fake. In anger, he removes Dr. Neuman's still talking face from his body and puts it on the mask stand, before getting rid of the guards and storming out of the museum in a whirlwind of rage.
