During World War I, Franz Strendler, a master German spy has cost the British dearly. In desperation, they send for their best agent, currently undercover in Germany. Pilot Frank Bennett (Bruce Lester) is sent to pick him up, but the Germans are forewarned and Bennett is shot down. Luckily, he survives and is rescued by friendly soldiers. While recovering in a hospital, Bennett is tended by a pretty nurse, Helene Von Lorbeer (Margaret Lindsay). He tells her he loves her, but she informs him she is leaving, and they will not see each other again. However, after Bennett falls asleep, she kisses him on the cheek.

The story takes place during World War I. The action opens on a French battlefield. After meeting with German spy Schiller Blacher (Erich von Stroheim), Z-1 (Constance Bennett) is sent on a mission to England. The action then moves into the London home of Sir Winston Chamberlain (William Holden- no relation to the 1950s star of the same name). Sir Winston does not know that that his supposedly faithful butler, Vardar, is actually Blacher. When Z-1, as Frances Hawtree, arrives at the home, Vardar, who is in love with her, believes her to be a loyal German agent, but things turn out otherwise when she prevents him from sending a stolen code back to Germany and thus reveals her true allegiance.

Following the "Birth of the Human Race" section of the film, two brothers in a German-American family go to war in Europe, one ("George") fighting for the United States, and the other ("Oscar") fighting for Germany. George is wounded, and at the hospital defends it from a German attack, killing Oscar in the process. George is sent home to America, where he rescues his wife from a German spy.

As described in a film magazine, Philip Noloan (Daly) is a young American who entertains pacifist views about the American entry into World War I because of his selfish desire to maintain his own comfort. His father, to arouse his duty to his country, tells him the tragic story of his ancestor the first Philip Nolan"s (Daly) treason by relating the incidents from the story The Man Without a Country. His father then tells of incidents from the American Civil War where a later ancestor, also named Philip Nolan (Daly), did all he could to wipe the stain of that treason from the family name. At the conclusion, Philip has become so thrilled by the great deeds of his family that he rises to the occasion and offers his services to his country to make the world safe for democracy.

As described in a film magazine, little Marie Farrell (Axzelle), through the carelessness of her nurse, is lost and believed drowned. She has wandered upon the ship of the smuggler Captain Flagg (Brandt), who finds her and brings her up as his own. Her parents adopt a boy to help them forget their grief. The girl grows up with no memory of her former life. The adopted boy moves in the smart set in Mayport, and his parents try to make a match between him and a society girl. Marie (Darmond) is brought to her adopted father's sister, as the old caption believes she should have the care of a loving woman. She meets young Richard Farrell (Welch), and the two love each other. The Ferrells do everything they can to breakup the couple, but with the help of the caption the marriage is accomplished. There is a stormy meeting between the bridal pair and the parents, during which the caption sees a portrait of Marie as a baby and, realizing the truth, tells the story of her life. The family is reunited and Mary and Richard spend their honeymoon on the captain's ship.

As described in a film magazine, A. J. Raffles (Barrymore), a highly educated crook with entree to the best social circles, steals for the love of it and the thrill of the chase, enjoying outwitting the police and amateur detectives. An international swindler who has possession of a priceless ruby takes passage on a steamship and Raffles does likewise. Miles from land, Raffles determines that the swindler has hidden the gem in a cavity in his shoe. After getting the ruby, Raffles empties a cartridge from his revolver and substitutes the ruby in its place. There is an outcry over the theft, and on searching Raffles a ship's officer takes the gun and removes all of the cartridges. Raffles grabs the cartridges and places them in his mouth and then jumps overboard, swimming to land. During his escape he was seen by Mrs. Vidal (Mayo), an English society woman. Raffles reappears in London, mixing with the upper class, where he is recognized by Mrs. Vidal. She falls in love with him, and attempts to force him to love her by threatening to tell of his past theft. Raffles, who is in love with Gwendolyn (Adams), defies her. The famous jewels of Lady Melrose (Brundage) disappear while Raffles is a guest of the house. Mrs. Vidal immediately suspects that Raffles is the thief and again threatens to expose him, but he laughs at her. Captain Bedford (Perry), an amateur detective, declares that he will find the thief responsible for the Melrose robbery and even makes a bet with Raffles that the thief will be arrested. Bedford is sure that Raffles is the thief. Raffles then uses some ingenious methods to get the Melrose jewelry out of his possession, but still have them at his disposal when needed. Finally, but not until after he looses the bet, Bedford proves that Raffles is the thief and Raffles shows that he took them only to prevent a professional thief from stealing them.

As described in a film magazine, Valentine (Calvert), engaged to Geoffrey (Powell), breaks her engagement so that she can marry Lord Moreland (Carrington) so that she may have everything that she desires. Discouraged, Geoffrey associates with Miriam Gibson (Murdock), a woman of the streets known as the outcast. Miriam becomes devoted to Geoffrey and does all that that is in her power to make him happy. Valentine is jealous because Geoffrey is so happy and believes that by coming into his life she will make it hard for him. Geoffrey, who still loves her, asks her to go away with him to South America, divorce Lord Moreland, and marry him. But Valentine refuses to give up London. So Geoffrey sends Valentine away and marries Miriam, and the two happily set out for their South American home.
