Princess Caroline Matilda of Great Britain is shown writing a letter to her children in which she professes to tell them the truth. In flashback, Caroline talks of England, as she was about to leave to marry Christian VII of Denmark. She is passionate about the arts and education, but when she arrives in Denmark she is told that many of her books are banned by the state. Christian is mentally ill and Caroline is unhappy in the marriage. She is soon pregnant with a son (Frederick VI of Denmark), but the couple grow far apart and the king stops visiting her bedroom.

Anna Foster (Mandy Moore) is the daughter of President of the United States James Foster (Mark Harmon). After Secret Service agents ruin a first date, Anna demands less supervision. For his upcoming trip to Prague, the president agrees to assign only two agents to watch over Anna, whose Secret Service codename is Liberty. In Prague, Anna and her friend Gabrielle La Clare (Beatrice Rosen) attend a concert, where Anna discovers numerous agents in the crowd. Believing her father has broken his promise, Anna eludes her protectors with Gabrielle's help. Outside the theater, she asks Ben Calder (Matthew Goode) for a ride on his motorbike. Unknown to Anna, Ben is a Secret Service agent, and he informs agents Alan Weiss (Jeremy Piven) and Cynthia Morales (Annabella Sciorra) where she can be found. When the president learns of her behavior, he instructs Ben to guard Anna without revealing his true identity, to give her the illusion of freedom with a guarantee of safety.

During World War II, U.S. Army intelligence officer First Lieutenant Thomas Hart (Farrell) is captured by German forces. While interrogating Hart, the Germans coerce him to divulge intelligence by taking away his boots, causing his feet to become frostbitten and badly injured, and leaving him, naked, in a very cold cell. He is then transferred by train to Stalag VI-A prisoner of war camp at Hemer, Germany. While en route, a P-51 Mustang attacks (the letters POW were painted on the top of the train, but got covered by thick snow). To save themselves, the POWs leave the train and spell P-O-W with their bodies and prevent further strafing.
