A driving instructor (Vikram), who calls himself by various names such as "James Bond", "Mani Ratnam", "Sunil Gavaskar" etc. (but never reveals his actual name), is assigned by a local goon Doss (Pasupathy) to deliver a "package" to one Pooran Singh (Abhimanyu Singh) in Mussoorie. The "package" is Shakeela (Samantha Ruth Prabhu), an orphaned woman who has failed her driving test 14 times. The driving instructor is constantly irritated by Shakeela's antics during the journey to Mussoorie, but soon falls in love with her after finding out that she is an orphan. At Mussoorie, he learns from Pooran Singh that Shakeela is to be "delivered" to one Daksha Bhai (Rahul Dev), an upper-caste landlord from an Uttarakhand-based village. He "delivers" Shakeela to Daksha Bhai and is invited to stay at his ancestral mansion for a couple of days. During the stay, he finds out why Shakeela has been "delivered" to Daksha Bhai.

Thambi Vettothi Sundaram is set in Kaliyikkavila, a town set on the state border. This place is certainly an antithesis for all those who believe that education is the one solution to all social evils. Here, people seem to be corrupt in spite of education. The film opens with shots showing Veeraiya (Vikram) jumping off a cliff into water. His gang is busy distracting the police. Police vehicles are set ablaze and women seduce policemen into a trap whereby Veera's henchmen attack. The police are ruthlessly murdered. Easwaran (Arjun Sarja) is upright and honest youth, who runs a local cable channel in Kumbakonam. He is known to fight for the cause of the society and the common man. He enters into fisticuffs with local MLA (Sai Kumar) after he exposes his corrupt and greedy ways through his cable TV channel. Fearing trouble, his mom takes him to a saint in Thiruvannamalai. The Swami resembles Easwaran. A sequence of events forces them to swap places. The soft-spoken Swami tries to sort all issues through non-violent means (Gandhian philosophy). Half way through Karunas dies in the hand of (Vidharth) and the corrupt MLA. In the climax Easwaran kills off the MLA.

The kidnapper cocking-a-snook at the establishment, calling himself 'Citizen' and appearing in different disguises to get at his targets. C.B.I. officer Sarojini (Nagma) finally traces the common factor among the kidnapped trio to the fictional hamlet of Athippatti, consisting of fishermen. But to her surprise both the village and its 690 odd inhabitants seemed to have been wiped away from the face of the official gazette maps. The diggings tell a story of a mass massacre that must have taken place about a couple of decades back. 'Citizen' is finally apprehended. He comes out with his story of the gory happenings at Athippatti and how he, as a little boy, had been the sole survivor of the nightmare that gripped the village that day from the map of India, twenty years back. The entire village was wiped off including women and children by the three kidnapped officials because of their greed for power and money. Ajith wants the citizenship of the three government officials revoked including their families as a punishment for their atrocities to the inhabitants of Athippatti.
