The film begins with Cassius Clay, Jr. (Will Smith) before his championship debut against then heavyweight champion Sonny Liston. In the pre-fight weigh-in Clay heavily taunts Liston (such as calling Liston a "big ugly bear"). In the fight Clay is able to dominate the early rounds of the match, but halfway through the fight Clay complains of a burning feeling in his eyes (implying that Liston has tried to cheat) and says he is unable to continue. However, his trainer/manager Angelo Dundee (Ron Silver) gets him to keep fighting. Once Clay is able to see again he easily dominates the fight and right before round seven Liston quits, therefore making Cassius Clay the second youngest heavyweight champion at the time after Floyd Patterson. Clay spends valued time with Malcolm X (Peebles) and the two decide to take a trip to Africa.

Kip Raines (Giovanni Ribisi), an aspiring car thief from Long Beach, is cruising with Mirror Man (T.J Cros) and Toby (William Lee Scott), looking for a Porsche 911 Carrera to steal. A massive meteor shower destroys the orbiting Space Shuttle Atlantis and bombards a swath of land from America's East Coast from South Carolina through Finland. NASA discovers that a rogue asteroid the size of Texas passed through the asteroid belt and pushed forward a large amount of space debris. The asteroid will collide with Earth in 18 days, causing an extinction event that will even wipe out bacteria. NASA scientists, led by Dan Truman, plan to trigger a nuclear detonation 800 feet (240 m) inside the asteroid to split it in two, driving the pieces apart so both will fly past the Earth. NASA contacts Harry Stamper, considered the best deep-sea oil driller in the world, for assistance. Harry travels to NASA with his daughter Grace, to keep her away from her new boyfriend and one of Harry's drillers, A. J. Frost. Harry explains he will need his team, including A. J., to carry out the mission. They agree to help, but only after their list of unusual rewards and demands are met.

In the 1990s, U.S. National Security Agency official Thomas Bryan Reynolds (Jon Voight) meets with congressman Phil Hammersley (R-NY) (Jason Robards) in a public park to discuss support for new counter-terrorism legislation the U.S. Congress is pushing that dramatically expands the surveillance powers of intelligence agencies on individuals and groups. Hammersley remains committed to blocking its passage, since he believes it would almost totally destroy the privacy of American citizens. Reynolds has his team murder Hammersley, spread heart pills over his car, place him in the car and push it in a lake to make it look like he had a heart attack. In the aftermath, they discover too late that wildlife researcher Daniel Zavits (Jason Lee) had a camera aimed in the woods at their location. Zavits inspects the footage, transfers the video to an innocuous video game disc and flees the apartment ahead of Reynolds's team.

At Christmas time, Bill Firpo (Nicolas Cage), a straight-laced New York restaurant manager, gets an unpleasant Christmas gift. His brothers Dave (Jon Lovitz) and Alvin (Dana Carvey) are paroled early due to overcrowding and placed in Bill's custody. Dave and Alvin ask their brother to take them to Paradise, Pennsylvania to do a favor for a fellow inmate of theirs. Bill refuses because one, his brothers are not allowed out of New York State and two, he knows Dave's pathological tendencies. He only agrees after getting tied to a robbery their brothers made via his dropped wallet. When they discover Paradise's bank is light on security, Bill feels the urge to rob it if he had a gun. Fortunately, there are guns in the Infiniti sedan Dave and Alvin borrowed. With Alvin driving a stolen decrepit car, Bill and Dave storm the bank. The wife of the bank's president (Angela Paton) tells them that the bank safe door is locked and the president, Mr. Clifford Anderson (Donald Moffat), who has the key, is having lunch in the restaurant nearby. While Dave stays in the bank doing yoga breathing with the hostages, Alvin and Bill charge into the restaurant and call in a robbery. They order all customers to come with Bill to the bank so that no one calls the police when they go. Mr. Anderson opens the safe's door and Bill checks for motion sensors via a perfume spray. He steps over the sensors, gets the money, but while getting out of the safe, he touches the sensors via one of the money bags. Bill and Dave rush out of the bank and get away with their crime, stealing $275,000.

A priest practicing the Voodoo arts resurrects Matt Cordell (Robert Z'Dar), who takes his badge and comes back from the dead to do his bidding. Meanwhile, a pair of cameramen who are hoping to make it big come across a convenience store robbery, where a police officer named Katie Sullivan (Gretchen Becker) intervenes in a hostage situation; she manages to wound the suspect but realizes that the clerk is his girlfriend, and she had let him in purposefully to rob the store. There is a crossfire, and while Kate is severely wounded, she ends up killing the clerk in return. When rushed to the hospital, she is rendered comatose and brain dead, much to the chagrin of investigating officer Sean McKinney (Robert Davi). McKinney catches the report of Katie using excessive force in a hostage situation, which portrays the clerk as an innocent victim and threatens to free the badly injured Frank Jessup. Meanwhile, stalking Katie's progress, Cordell goes to the hospital to watch her. He kills one of her supervising physicians with defibrillator paddles, then exposes to high amounts of X-Ray radiation the physician set to sign the warrant to cut Kate's life support. The reporters who had framed Kate are then murdered, as well.

In New York City, a waitress on her way home is assaulted by two muggers and seeks aid from a police officer, who breaks her neck. Beverly Hills Police Captain Andrew Bogomil, Detective Billy Rosewood, and Sergeant John Taggart are trying to figure out who is behind the "Alphabet Crimes," a series of mostly high end store robberies distinguished by their monogrammed envelopes with an alphabetical sequence the assailants leave behind. Complicating matters is the new "political" state of the Beverly Hills Police Department, headed by incompetent and verbally abusive new police chief Harold Lutz, who is doing everything he can to stay on Mayor Ted Egan's good side. Unimpressed when Rosewood calls the FBI to help solve the case, Lutz holds Bogomil responsible as commanding officer and suspends him, despite Bogomil's efforts to convince him that Rosewood was only following a hunch. Lutz also punishes Taggart and Rosewood by placing them on traffic duty. On the way home, Bogomil is shot and injured by Karla Fry, the chief hench-woman of Maxwell Dent, who secretly is the mastermind behind the Alphabet Crimes. Finding out about the shooting by a news report, Axel Foley abandons his current undercover duties and immediately flies out to Beverly Hills to help find out who shot Bogomil. Taggart and Rosewood agree to assist Foley because of Lutz's attempts to find an excuse to get them fired.
