Michael Dixon (Cuba Gooding, Jr.) is an agent working linewatch for the United States Border Patrol on the U.S. Mexico Border in New Mexico. He is well-respected by his peers at US Border Patrol and loved by his wife Angela (Sharon Leal) and 5-year-old daughter Emily (Deja Warrior). Michael and his partner Luis DeSanto (Omar Paz Trujillo) discover a van full of dead illegal immigrants, and they go in search of the "coyote" who was leading them across before he left them for dead. The search for the coyote leads Michael and Luis to a trailer, and results in a shootout where Luis gets shot.

When they do a surprisingly good job at the show, Dante isn't questioned anymore about his ability to train riders and horses. Everybody is shocked when Moondance ties Fiona, the reigning Bow River Classic champion.

The film begins with two men on their motorcycles driving away from Pumpkinhead. One of the men hits a tree branch in their path, falling from his motorcycle and allowing Pumpkinhead to catch up to him. As the man is being killed, the film cuts to a man in a log cabin who seems to share the pain inflicted by Pumpkinhead on the fallen man. The surviving man, named Dallas, rides to the log cabin, and the man who conjured Pumpkinhead, begging him to call the demon off. Pumpkinhead smashes through the window and Dallas attempts to fend him off by shooting him with a small pistol with little effect, and is clawed in the chest by the demon. When Dallas realizes that his bullets have no effect on Pumpkinhead, he swears to take the summoner with him, shooting the man and killing him, causing Pumpkinhead to vanish. Ed Harley then appears telling Dallas that Pumpkinhead will return and there will be no place to hide.

Pumpkinhead: Ashes to Ashes plotline follows more closely to the first film, with townspeople angered over the local mortician stealing and selling the organs of their loved ones and then dumping the corpses in a swamp, rather than cremating them. When the townspeople find out, they have the old witch Haggis summon Pumpkinhead through the mummified body of Ed Harley (played by Lance Henriksen, who reprises his role from the first film). Pumpkinhead then proceeds to go on his killing rampage murdering all those responsible for the desecration, while Doc Frasier (played by Hellraiser's Doug Bradley) hurries to murder those who summoned Pumpkinhead, which will effectively kill the demon in the process.

There are three ongoing plots in the film. The primary one surrounds a white trash, trailer park family in which the daughter is sleeping with her mother's husband, prompting the mother to constantly try to outdo her promiscuous daughter's behavior out of spite, including sleeping with her daughter's boyfriend. The secondary plot revolves around an urban black woman whose boyfriend is sleeping with her two best friends, but the three are united against the boyfriend when he begins sleeping with the daughter of the above-mentioned family. The third plot revolves around Jerry and the show itself, detailing the difficulty Jerry faces in trying to come to terms with his rather dubious claim to fame, and the staff's utter amazement at the bizarre stories they must deal with.
