Synopsis

La métropole de Singapour ne cesse de s'agrandir depuis 30 ans par des terres nouvelles et des îles prises sur le littoral de la mer. Wang Bi Cheng est un ouvrier chinois qui blessé à la main devient ensuite chauffeur d'une camionnette de service, où il doit conduire des ouvriers immigrés basanés (venus d'Asie du Sud-Est, du Bangladesh, etc) sur les lieux des nouvelles terres à cimenter. Il disparaît, et Lok qui est un détective aguerri est alors chargé par son gouvernement, aidé d'un collègue chinois, d'une enquête confidentielle car politique, sur deux disparitions d'ouvriers du BTP dont Wang est l'un d'eux. Ces deux disparus sont tous déclarés paresseux, négligents, puis en fuite, par leur patron entrepreneur qui a gardé leurs passeports pour qu'ils ne les perdent pas et qui déclare au policier qu'il est tout à fait régulier et qu'il n'y a pas lieu d'enquêter.

Portly amateur detective Runyan is hired by dental nurse Adams to investigate the unexplained murder of her boss. Suspicion falls on disappeared patient Clark, who had been helped by probable gangster Gordon. Runyan finds Boyd, Clark’s former lover and briefly his wife, who reveals that Clark had done time in jail. The police tell Runyan it was for robbery of half a million unrecovered dollars. In jail, Clark had a cellmate Deets, with whom he shared everything. On release, Deets had claimed Clark’s share of the loot from Gordon and had promised to eliminate Clark, whose corpse he left in a burnt-out truck. When he realised Clark had been having dental treatment, so his teeth could be identified, he killed first the unfortunate dentist and then the nurse as well. Runyan tracks him down and in a final shoot-out he meets his end.

Mohan (Nagesh) is a tailor who lives with his younger sister Vimala (Jayalalithaa). Orphaned at a very young age, Mohan goes through a life of hardship and fulfill all his sister's wish. Womanizer Rajinikanth (A. V. M. Rajan) lures Vimala and cheats on her. Unable to face her brother, she commits suicide. Mohan confronts Rajinikanth and in a fit of rage kills him. A wild search is on by the cops and the fugitive hides in 'Major' Chandrakanth (Major Sundarrajan) house. Mohan is amused and fascinated by Chandrakanth virtues and how he manages to live though he is blind. Mohan reveals why he is on the run from law and ironically the deceased happens to be Chandrakanth's youngest son. Chandrakanth feels humiliated for nurturing Rajinikanth and is sorry for Mohan's plight. In the end Inspector Srikanth (Muthuraman), eldest son of Chandrakanth arrests Mohan along with his father for his hospitality to a criminal.

The 69-ton fishing vessel Jeonjinho fails to catch as much fish as its crew had hoped. To make more money, the crew decides to smuggle thirty illegal immigrants into Korea. Sakthi (Vijay) is the adopted son of a Madurai-based don Sivan (Mohanlal) and is also his right-hand man, bodyguard and driver. He hates the police due to a police officer killing his father, who was Sivan's driver, in his childhood. His hatred is such that he hates the khaki colour (which is worn by policemen in India), constantly teases his friend Gopal (Soori), who is a Sub-inspector and even loses romantic interest on a woman named Shanthi (Kajal Aggarwal) after he finds out that she is a police inspector. However, when Sivan is insulted by the new Police Commissioner of Madurai (Pradeep Rawat), he forces Sakthi to become an IPS officer to save his crime syndicate and prove the Commissioner's words wrong (A policeman can think like a criminal, but a criminal can never think like a policeman). Reluctantly Sakthi passes all the tests and training in Civil service exams without any effort (due to high political influence). He takes charge as Assistant Commissioner of Police [law and order] of Madurai center, Sakthi gives free rein to Sivan and his henchmen, who wreak havoc over Madurai, until one of their activities inadvertently causes a gas leak which destroys a school and some nearby buildings, killing several people, including women and children. This incident, compounded by the assault of a woman (Meenal), whose husband was killed in the gas leak, by Sivan's henchmen when she had come to the police station to lodge a complaint against Sivan, causes Sakthi to take up the path of an honest and upright police officer. Sakthi's new persona is not liked by Sivan and after a heated argument between the two, he disowns Sakthi. A cat-and-mouse game then begins between Sivan and Sakthi, with Sivan, his henchmen and his family determined to humiliate Sakthi at every opportunity, while Sakthi, assisted by Shanthi and Gopal, tries to rid Madurai of Sivan's influence. Sakthi is soon promoted to Deputy Commissioner of Police for his efforts.
