The American Buckley-class destroyer escort USS Haynes detects and attacks a German U-boat that is on its way to rendezvous with a German merchant raider in the South Atlantic Ocean. Captain Murrell (Robert Mitchum), a former officer in the merchant marine now an active duty lieutenant commander in the Naval Reserve, has recently taken command of the Haynes, even though he is still recovering from injuries incurred in the sinking of his previous ship. Before the U-boat is first spotted, one sailor questions the new captain's fitness and ability. However, as the battle begins, Murrell shows himself to be a match for wily U-boat Kapitän von Stolberg (Curt Jürgens) (portrayed as not being enamoured with the Nazi regime) in a prolonged and deadly battle of wits that tests both men and their crews. Each man grows to respect his opponent.

A U.S. Coast Guard patrol boat stops a suspicious yacht, discovering that an American businessman and his family have been murdered by several men operating the craft. The murdered man happens to have been a close friend of the President. President Bennett (Moffat) learns that the man was murdered because of his ties to a drug cartel, having skimmed over $650 million from it. In this sequel to the 1990 movie Class of 1999, the setting is still a violent future metropolis where gangs rule the hallways and themes like education and higher learning are a mere memory. Jenna McKenzie is a young, sweet high school teacher who witnesses the killing of one of her students by gang member Sanders. Jenna wants to testify, so Sanders and his thugs try to intimidate her with threats and even going as far as to try to rape her. The principal cannot suspend Sanders without definite proof of wrongdoing, the cops have no evidence and Jenna's boyfriend Emmett wants to deal with Sanders himself, but Jenna does not want him to do that. Jenna starts to question whether or not suspending Sanders will improve the educational system or not. Enter John Bolen, a substitute teacher who believes in extremely strict discipline. Jenna takes a liking to him and feels she has found a friend who is willing to listen to her problems. John teaches Jenna that students should not be allowed to gain control of any situation in the classroom and that she must have a firm hand when it comes to teaching students. When Sanders and his gang try again to harm Jenna, John shows up in the nick of time and defends her from harm. John realises that Sanders and his crew have no respect for the faculty and decides to kill the gang members one by one. Then, Emmett and the local sheriff learn that an ex-C.I.A. operative named Gordon Ash is in town and is tailing John. It turns out that John is not an ordinary teacher after all: it seems that he believes he is the last of a group of cybernetic fighting machines who are programmed to teach students and discipline those who misbehave. But, in reality is only a human ex-soldier wearing body armor. As it happens, Sanders and his group are at the top of John's "Termination" list. But then, John starts to malfunction and starts to target almost everyone for termination, even Jenna.

By 2041, North America has been ravaged by "the great toxic gas scare of 1993": large swaths of land have been turned into inhospitable desert, where bands of raiders called "Centros" attack transports. The former United States have been assimilated into a Western bloc called the North Hemi. The opposing Eastern bloc is known as the Eastern Alliance, and the North Hemi is planning to salvage its economy by manufacturing defense robots called "mini-megs" for the Eastern Alliance. A serial killer, named Karl Hochman (Ted Marcoux), is known as "The Address Book Killer" due to his habit of stealing address books and choosing his victims from them. While he is working at a computer store, he obtains Terry Munroe's (Karen Allen) address book after another employee, who is demonstrating a scanner, copies a page of her address book into the computer. In August 1991, Estonia became independent from the USSR and brings to its national bank nearly $1 billion in gold bullion that had been secretly hidden in Paris for 50 years. Russian mobsters have a bold plan to hijack the gold after shutting down Tallinn's power plant at midnight. For this they need Toivo, an electrical technician whose wife is heavily pregnant but urges him to take the job saying "$5000 buys lots of baby food". After Toivo leaves for the plant, his wife suddenly goes into labour and as the blackout occurs the baby needs an incubator, but there's no power. Jealousies within the Mob undercut the plan's smooth operation, and soon the Mob has Toivo to deal with as well.

Steve Malone, an agent from the Environmental Protection Agency, is sent to a military base in Alabama to test possible effects on the surrounding ecological system caused by military actions.
