In 1974, during the final days of the Vietnam War, Mark Lee (Chow Yun-Fat) arrives in Saigon, intending to bring his uncle Ten (Shih Kien) and cousin Cheung Chi-Mun (Tony Leung Ka-Fai) back to Hong Kong with him. On one evening, Hong Kong's largest gang, the Hero Gang, uses an armed robot named Pioneer I to rob a bank and the police was unable to stop it. Maria (Sally Yeh) is a loyal member to the Hero Gang and its leader (Ben Lam) and did not hesitate to kill the mechanical maintenance staff who tried to escape. Master (Lam Ching-ying), an elder member of the gang was dissatisfied with Maria's style of cold-blooded killing. Maria later discovers that the leader is obsessed with robots and he created a female armed robot named Pioneer II, which was modeled after Maria's face. This leads Maria to develop a strong hatred towards Pioneer II.

In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. To mark this occasion, she has a colossal Buddha figure built overlooking her palace. However, an official inspecting the Buddha's progress mysteriously erupts into flames. Penal officer Pei Donglai and his superior investigate and interrogates the supervising builder, a man named Shatuo, who was formerly imprisoned after he took part in a rebellion eight years ago. They find nothing, however, and Pei's superior dies soon after in the same manner as the official.

In the South China Sea a Chinese fleet is attacked by a mysterious sea creature, destroying many ships and leaving the remainder severely damaged. Shortly afterwards, the young Dee Renjie (Mark Chao) arrives in the Imperial Capital Luoyang, after receiving a recommendation to join the Ministry of Justice. In an attempt to appease the sea creature, the city officials have selected the beautiful courtesan Yin Ruiji (Angelababy) to be given to the monster. Empress Wu (Carina Lau), currently serving as the regent for the current emperor, charges Yuchi (Feng Shaofeng), a member of the Ministry of Justice, to investigate the sea monster attacks, threatening execution if he does not succeed in ten days. Shortly after arriving at the temple to be cleansed before the ceremony, Yin Ruiji is attacked by a group of bandits. The attackers are intercepted by Dee, who uses his powers of deduction to anticipate the threat against Ruiji. While Dee and the kidnappers are occupied, the unconscious Ruiji is taken by "the sea monster" but is rescued by Dee before the creature is able to escape. Upon arriving at the temple and defeating the last of the attackers, Yuchi has Dee arrested and sends Yin to Swallow House to rest and to protect her. After being taken to prison, Dee catches the attention of medical assistant Shatuo (Lin Gengxin). Dee quickly deduces Shantuo's origins and background and enlists his help to feign a dangerous illness. They immediately ride to Swallow House.

The film is set in the Ming dynasty, during the Wanli Emperor. Gu Jinfu, a eunuch from the spy agency Eastern Depot, leads a team to retrieve the Sunflower Manual, a martial arts manual which was stolen from the imperial palace. They track down and attack Lin Zhennan.
