Synopsis
St. Jude Square is a neighborhood living in fear and despair. The dueling gangs of local kingpins, Dash and Antoine, terrorize the streets, and the citizens live without a shred of hope until mysterious stranger, Ryan Hong (Cung Le) arrives. He begins to play one gang against the other, by calling on the teachings of his mentor, Tiano (Jean-Claude Van Damme), to find the strength to battle back. However, just as he begins to bring the community under control, Hong is confronted by Mr. V (Peter Weller), the town's corrupt police chief. At first Mr. V is impressed by Hong's skill, but soon sees Hong as a threat to his regime and the two are locked in a head to head battle, pitting the fear and corruption of Mr. V's regime against the new beginning Hong represents for the people of St. Jude Square.Actors

John (Scott Adkins) awakens from a coma to find that his wife and daughter were brutally murdered in a home invasion. Haunted by images of the attack, he vows to kill the man responsible: Luc Deveraux (Jean-Claude Van Damme), one of the original Universal Soldiers (UniSol). While John tries to piece his reality back together, things are complicated by a relentless UniSol named Magnus (Andrei "The Pit Bull" Arlovski), who is determined to kill John. Meanwhile, Deveraux and surviving UniSol Andrew Scott (Dolph Lundgren) are preparing to unleash anarchy and build a new order ruled by Unisols. They are weeding out the weak and constantly testing their strongest warriors in brutal, life-and-death combat. Luc has emerged operating the Unisol Church of Eventualism, taking in wayward Unisols whom the government has been secretly operating as remote controlled sleeper agents. His mission is to liberate these Unisols from the implanted memories and the lies the government has inserted in them. As John gets closer to Deveraux and the rogue army of genetically enhanced warriors, he discovers more about himself and begins to call into question everything he believed to be true.

A group of terrorists led by Commander Topov (Zahary Baharov) kidnap the Ukrainian prime minister's son and daughter and hold them hostage, demanding the release of their imprisoned comrades within 72 hours. In addition, they have taken over the crippled Chernobyl Nuclear Power Plant and threaten to detonate it if their demands are not met. It is revealed that among the ranks of the terrorists is an experimental Next-Generation UniSol (NGU) (Andrei "The Pit Bull" Arlovski), who was smuggled in by rogue scientist Dr. Colin (Kerry Shale). U.S. forces join up with the Ukrainian army at the plant, but quickly retreat when the NGU slaughters most of them effortlessly. Dr. Porter (Garry Cooper), Dr. Colin's former colleague on the Universal Soldier program, revives four UniSols to take down the NGU, but they are systematically eliminated.

In New Orleans, a homeless veteran named Douglas Binder is the target of a hunt. He is given a belt containing $10,000 and told that he must reach the other side of town where he would then win the money and his life. The story begins with the opening of the Hong Kong Victoria Harbour tunnel by business partners Paul Wagner and Nigel Griffith (Alan Scarfe). Paul attends with his twin infant sons, Chad and Alex. However, after the celebrations, the family is followed home by a Triad hit squad on orders from Griffith and crime lord Raymond Zhang (Philip Chan). U.S. Army Captain Frank Dux, trained from his youth in the ways of Ninjutsu by Senzo Tanaka, honors his mentor by taking the place of Tanaka's deceased son Shingo in the illegal Kumite martial-arts tournament. During his childhood, Dux and a group of friends invaded Tanaka's home to steal a katana, but he was apprehended by Senzo and Shingo while attempting to return the katana to its display rack. Impressed by Dux's honesty and lack of fear, Senzo had him train with Shingo in martial science. Following Shingo's death, Senzo agreed to train Dux as a member of the Tanaka clan. When Dux's superiors learn of his invitation to the Kumite, they refuse to let him go; in return, he goes AWOL, says goodbye to his mentor and leaves for Hong Kong. Two CID officers, Helmer and Rawlins, are summoned to track down and arrest Dux for desertion.

In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. Though Charlie is severely disfigured by the procedure, Dhalsim secretly alters his cerebral programming to maintain Charlie's humanity.
